From Civil Strife to Peace Building examines peace-building efforts in the fragile West African states of Sierra Leone, Liberia, and Côte d'Ivoire, with a focus on the role of the private sector in leading the reconstruction initiatives. Given that aid and debt relief, the traditional remedies for dependency and underdevelopment, have not been effective, the private sector is increasingly viewed as a major player in the revival of regional economies. Private sector support, however, requires government intervention to improve investment climates, curb corruption, strengthen the security sector, and reduce the cost of doing business. The contributors discuss ways in which West African governments can encourage the greater involvement of business in humanitarian support with incentives that demonstrate alignment with business objectives and profit margins, making humanitarian support simple and, more importantly, profitable and sustainable for both local and foreign investors. "Can a trade agreement help achieve environmental goals? The answer to this question has traditionally been mixed, even skeptical. For example, despite the novelty of the North American Agreement on Environmental Cooperation side agreement approach, many were disappointed with the shallow and rather vague outcome. The World Trade Organization's Doha Round negotiations were ostensibly committed to certain issues at the intersection of trade and environment, but multilateral talks have long been stalled. Despite these underwhelming results in other trade negotiations, the Environmental Goods Agreement (EGA) has the potential to produce a more positive outcome. This paper explores this potential, reviewing key aspects of the trade-environment relationship. Prevailing perceptions tend not to count trade agreements as key contributors to the achievement of environmental goals. The paper then looks at the potential contribution of tariff reduction to environmental objectives, and then examines critical challenges to the completion of EGA negotiations. It concludes that the EGA is an important piece of a complex environmental governance puzzle."--

Twenty-five years after the Rwanda genocide, there is still much to learn about the role the media played as similar tragedies continue to unfold today. When human beings are at their worst — as they most certainly were in Rwanda during the 1994 genocide — the world needs the institutions of journalism and the media to be at their best. Sadly, in Rwanda, the media fell short. Media and Mass Atrocity revisits the case of Rwanda, but also examines how the nexus between media and mass atrocity has been shaped by the dramatic rise of social media. It has been twenty-five years since Rwanda slid into the abyss. The killings happened in broad daylight, but many of us turned away. A quarter century later, there is still much to learn about the relationship between the media and genocide, an issue laid bare by the Rwanda tragedy. The book revisits the debate over the role of traditional news media in Rwanda, where, confronted by the horrors taking place, international news media, for the most part, turned away, and at times muddled the story when they did pay attention. Hate-media outlets in Rwanda played a role in laying the groundwork for genocide, and then actively encouraged the extermination campaign. The news media not only failed to fully grasp and communicate the genocide, but mostly overlooked the war crimes committed during the genocide and in its aftermath by the Rwandan Patriotic Front. The global media landscape has been transformed since Rwanda. We are now saturated with social media, generated as often as not by non-journalists. Mobile phones are everywhere. And in many quarters, the traditional news media business model continues to recede. Against that backdrop, it is more important than ever to examine the nexus between media and mass atrocity. The book includes an extensive section on the echoes of Rwanda, which looks at the cases of Darfur, the Central African Republic, Myanmar, and South Sudan, while the impact of social media as a new actor is examined through chapters on social media use by the Islamic State and in Syria and in other contexts across the developing world. It also looks at the aftermath of the genocide: the shifting narrative of the genocide itself, the evolving debate over the role and impact of hate media in Rwanda, the challenge of digitizing archival records of the genocide, and the fostering of free and independent media in atrocity's wake. The volume also probes how journalists themselves confront mass atrocity and examines the preventive function of media through the use of advanced digital technology as well as radio programming in the Lake Chad Basin and the Democratic Republic of Congo.--Publisher's description

While the need to provide clean drinking water is widely recognized as a priority in rural Sub-Saharan Africa, there is a lack of specific data on water quality to build effective drinking water management policies. This discussion paper describes a water quality study undertaken in Northern Uganda, to test the potability and potential contamination of water taken from wells, open water sources and households. Key lessons from the study include the fact that clean well water can be contaminated during transportation to, and storage in, homes. Building on the data from the water quality tests, this paper explores the policy implications for national governments, non-governmental organizations (NGOs) and individuals at the household level. In the absence of more specific, country-by-country studies, the results from this study are applicable across the region due to similarities in water sources and storage practices in rural Africa

Policy makers and academics often pay little attention to environmental drivers of migration in Egypt. This paper demonstrates that environmental factors are often the hidden cause of the migration of Egyptians from one region to another. The analysis is situated in the broader studies on migration, and also shows why the findings of this study are significant. The paper makes recommendations that will hopefully help policy makers in understanding the causes of environmental migration and assist them in developing policies to address the problem of environmentally induced migration in a sustainable way
