This paper has taken the existence of especially the International Covenant on Economic Social and Cultural Rights and the provisions on cultural co-operation of the Lome III Convention as a basis for suggesting that the ACP-EEC States should consider their implications for foreign enterprise activities in ACP States

The economic crisis has had a profound effect on the state-regulated formal sector and as a consequence on the lives and livelihood of both the rural and urban people. This has reduced the effectivity of the state direction and control. While this has been going on, outside the formal state sector the so called informal sector has flourished. The proposed study will deal with these two aspects, the role of the state and the expansion of the so called informal sector under the conditions of the present economic crisis in Tanzania
