AbstractAdvancing theorization of the perceptual approach to EU foreign policy, this study develops a new notion of critical expectation gaps, intended to reflect on the depth and intensity of the rapture between expectations/hopes and perceived performance of the EU. In our focus is the correlation between the degree of externally perceived 'Otherness' and the likelihood of EU external action to be considered effective, whereas the EU adapts (or not) to existing perception gaps (in this research, the expectation–performance and hope–performance gaps). We propose a novel conceptual apparatus to understand the gaps in terms of the locus of expectations and types of causal factors. Empirically, we engage with a 13‐country dataset of external perceptions of the EU amongst tertiary educated youth.

The past decade has challenged the EU and its international image. The Eurozone sovereign debt crisis, the Ukraine crisis, the so-called irregular migration crisis and the Covid-19 pandemic have all put the EU under severe strain. This article explores if and how the EU's performance in such crises has impacted upon the external image of the EU. The analysis shows that external images have closely followed the EU's actual performance, although filtering it through the powerful lenses of local and regional concerns and sensibilities. While some traditional images have proved to be resilient in the longer run (as in the case of the EU as an economic powerhouse or a frequently divided community), others have been severely weakened by the EU's crisis responses (such as the EU as a bastion of human rights). Our findings contribute to the discussion on the public diplomacy and information strategy of the European External Action Service (EEAS) in shaping locally-resonating positive images of the EU worldwide.

Summary
This article contributes to the theorisation of collaborative public diplomacy by introducing a perceptual approach. Engaging with the collaborative diplomacy paradigm developed to conceptualise public diplomacy in the context of non-traditional security threats and conflicts, as well as nation building, the article explores and compares perceptions of the European Union (EU) as a public diplomacy actor in Ukraine (tracked in 50 elite interviews) and in Brussels (13 interviews with EU practitioners). The article engages with a concept of a 'perception gap' hypothesising a gap between the Others' perception of the EU and the EU's self-perception. It furthers the conceptualisation of a perception gap by suggesting to consider it at cognitive, normative and emotive levels in the image structure and arguing variation between the levels. The article contends that a perception gap is a critical factor in preventing genuine dialogue, engagement and listening — key concepts proposed by the collaborative diplomacy paradigm.

This article studies the EU's role conceptions and projections towards its Eastern Neighbourhood, and Ukraine specifically. Informed by the novel focus on narratives and emotions in International Relations (IR) theory and in EU foreign policy studies, we propose an innovative interdisciplinary synergy between IR's role theory [Harnisch et al. 2011; Holsti, 1970] and cognitive linguistics' conceptual metaphor theory [Lakoff and Johnson 1980]. Using the tool of conceptual metaphor, we systemically explorethe EU's role conception (self-image) as well as its perception and expectations of the Eastern partners (role prescriptions).In doing so, we put forward a new method to systemically analyse cognitive and emotive elements in the EU's foreign policy roles based on the notion that conceptual metaphors reveal fundamental cognitive and emotional traits central to the roles actors play. Empirically, we analyse the EU Global Strategy (June 2016) and the EU Eastern Partnership (EaP) Summit's Official Memorandum (November 2017), as well as 12 interviews with EU practitioners dealing with Ukraine (conducted in 2017). ; В данной статье рассматриваются концептуализации ролей ЕС и их проекция на его политику Восточного соседства, в частности, на отношения с Украиной. Принимая во внимания новые акценты, появившиеся в исследовании нарративов и эмоций в рамках теории международных отношений (МО) и в рамках студий, посвященных внешней политике ЕС, мы предлагаем инновационный междисциплинарный синтез теории ролей в МО [Harnisch et al. 2011; Holsti, 1970] и теории концептуальной метафоры, разработанной в когнитивной лингвистике [Lakoff and Johnson 1980]. Использование инструментария теории концептуальной метафоры позволяет предложить системный анализ понимания ролей ЕС (понимание им самого себя), а также восприятия ЕС (его ролей) восточными партнерами, сопровождаемого их ожиданиями. При этом мы вводим в обиход методику системного исследования когнитивных и эмотивных составляющих ролей, исполняемых ЕС в реализации его внешней политики. Эта методика опирается на предположение, согласно которому концептуальные метафоры эксплицируют основополагающие когнитивные и эмотивные характеристики, присущие ролям, исполняемым актантами. This special issue presents findings of the transnational research project "Crisis, Conflict and Critical Diplomacy: EU Perceptions in Ukraine, Israel and Palestine" (C3EU) (2015-2018) focusing on Ukraine-specific results [C3EU, online]. Supported by the Erasmus+ of European Commission, C3EU united experienced and early careers scholars into a research team of 36 who studied and facilitated best practice in EU perceptions research. The results of the project contributed to policy debates on EU global and regional governance and fostered academic-policy-makers' dialogues in Ukraine and the EU. Leading to this extensive outreach to the stakeholders, the C3EU research consortium had consolidated academic excellence by gathering linguistic and non-linguistic information, and producing comprehensive and methodologically rigorous analyses of EU perceptions and narratives in Ukraine and Israel/Palestine reflecting major societal challenges. The articles published in this special issue focused on perceptions and images exposed in narratives on the EU, Ukraine and EU—Ukraine relations are interdisciplinary. They combine methodologies of cognitive and communicative linguistics with the findings of communication and media studies, cultural studies, political science, international relations, and European integration studies. ; Этот тематический выпуск журнала представляет результаты международного исследовательского проекта "Кризис, конфликт и критическая дипломатия: восприятия Евросоюза Украиной и Израилем / Палестиной" (C3EU) (2015-2018) в части, связанной с Украиной [C3EU, online]. Ориентированный на получение конкретных практических результатов, исследовательский коллектив C3EU стремился достичь академического качества путем обработки языковых и неязыковых данных с помощью тщательно разработанного методологического аппарата, позволяющего выявить особенности восприятия ЕС в Украине иИзраиле / Палестине с учетом основных общественных проблем современности. Relations between Ukraine, Russia and the EU have undergone a dramatic development that influences the relations between all of the countries of the Eastern Partnership – Belarus, Ukraine, Moldova, Armenia, Georgia and Azerbaijan – the EU and Russia. In order to understand the communication and cooperation processes within the region, we have to analyse perceptions. This holds true for individuals, civil society organizations as well as states in the region. This article introduces the Special Issue to the readers and overviews the European Neighbourhood Policy, the Eastern Partnership and EU-Russia relations and identifies the role of images and perceptions in shaping these dialogues. The article offers a novel comprehensive theoretical framework in the study of EU perceptions stressing the relational nature of perceptions and points to several main trends in how the EU is recognized and characterized by its eastern neighbours in a time of major crises and changes in Europe.

The outcome of the British Brexit referendum sent shockwaves across Europe. It sent signals about the future of the European Union (EU), not only to the Member States but also to the surrounding world. How to characterize the EU after Brexit? We address this problematic by investigating the metaphors applied to the EU in the Russian and Ukrainian press in the first week after the referendum. We find that metaphors in the Russian press demonstrate a basic image of the EU as weak and fragmented. The EU is considered to be moving on a bumpy road with an uncertain destination. Feelings of superiority are intricately combined with hope and pride as a result of perceived opened opportunities. In Ukraine, Brexit is seen from a local perspective with its potential effects on visa freedom as the most important consideration. Metaphors demonstrate a basic image of the EU as without vision and travelling on rough seas. This situation is considered both as a potential threat and an opportunity and is associated with both hope and anxiety.
