The editor (W. Chai) notes that relations between the Chinese mainland and Taiwan have become extremely tense since July 1999. At that time Taiwan President Lee Teng-hui introduced a new element by insisting that negotiations between Taiwan and mainland China must be based on a "special state-to-state relationship".
