Participation as capacity-building for active citizenship

Within the framework of the "capability approach" to human rights, this paper argues that adults who facilitate participatory planning and design with children and youth have an ethical obligation to foster young people's capacities for active democratic citizenship. Practitioners often worry, justifiably, that if young people fail to see their ideas realized, they may become disillusioned and alienated from political life. Based on the experience of the Growing Up in Cities program of UNESCO, four rules of good practice are distilled which can help promote young people's belief in the value of collective action, regardless of the challenges that the full implementation of their ideas may face. ; Inscrit dans l'approche des « capacités » en matière des droits humains, cet article fait valoir que les adultes qui soutiennent la participation des jeunes et des enfants en design et en planification ont l'obligation morale d'encourager ceux-ci à exercer une citoyenneté démocratique active. Toutefois, les praticiens ont souvent peur de décevoir et de détourner les jeunes de la vie politique s'ils n'arrivent pas à voir leurs idées se réaliser. Sur la base de l'expérience du programme Grandir en ville, de l'UNESCO, quatre règles de pratique sont établies afin de promouvoir auprès des jeunes la confiance sur la valeur de l'action collective, indépendamment des défis que représente la pleine réalisation de leurs idées.

"In einem ersten Versuch eines Modelles zur Entwicklung von affektivem Umweltbewußtsein (environmental concern) wird ein Überblick der Literatur zu folgenden Themen erstellt: Das Verständnis der Kinder von ökologischen Prozessen, ihre Motivation zum Engagement in der physischen Umwelt und ihre moralische Entwicklung. Die politische Sozialisierung, die auch die Wahrscheinlichkeit des Handelns beeinflußt, wird ebenfalls aufgearbeitet. Zusammenhänge zwischen den Entwicklungen in diesen Bereichen und der Entwicklung des affektiven Umweltbewußyseins werden vorgeschlagen. Drei Motivationen zum Umweltbewußtsein werden nahegelegt, die getrennte, aber sich teilweise überschneidende Entwicklungspfade aufzeigen. Die erwünschte Entwicklung hängt von der Auswahl zwischen zwei konkurrierenden Auffassungen zur Lösung unserer Umweltkrise ab." (Autorenreferat)
Growing up in an urbanising world
Half the world's children live in cities and the proportion is growing. Their environment critically determines their futures and the world they will make as adults. This text, by an interdisciplinary team of international child-environment authorities, explores how crucial the relationship of the young and their surroundings is. Covering eight countries, it shows the enormous benefits - for them, for the wider society and for the future - of involving children, especially from underprivileged communities, in planning and implementing urban improvements. It continues and updates Kevin Leech's pioneering 1970s MIT project, Growing Up in Cities.
