The prospects of further economic reform in China

According to the author, as a result of the economic reform since 1978, Chinese economy has emerged from a centrally-planned economy to a mixed economic system. However, with the rapid expansion of the economy since this reform, many problems have emerged. He (the author) examines various government policies to deal with these problems, inadequacy of existing economic institutions, economic reforms during past two years and prospects for further reform. Since the introduction of economic reform in 1978, mainland China has experienced a number of major changes. After highlighting these changes, the author explores the emergence of a mixed economic system as a result of the partial economic reform, problems emerging during the period of economic reform, the "Austerity Policy" of September 1988 and the "Economic Readjustment and Reform Policy" of October 1989 and the future of economic reform. On October 20, 1984, the Third Plenary Session of the 12th Central Committee of the Communist Party of China (CPC) adopted the Decision on the Reform of Economic Structure. The paper critically explores this decision with special reference to the urban sector. Because of the excessive and rigid control over the state enterprises by the state in the past, one of the drawbacks of the present economic structure is the lack of vitality in the state enterprises. Reform of the planning system and irrational price system necessary. The present Chinese leaders fully realize that price reform is a crucial ingredient to the success of reform in the urban sector.
