According to the author, much has been said in recent years about the financing of education in mainland China. Most of the discussion has centred on insufficient funding, which is presumably to blame for problems such as low pay for teachers and inadequate school facilities. The paper examines the mechanism of financing education on the mainland and argues the problem is not merely one of underfunding, but stems from more complicated problems in the economic and political environment.
