This article emphasizes the employment and earnings gains made by less educated African‐American workers during the later stages of the Clinton expansion, when the national unemployment rate fell below 5 percent. It documents the breakdown of negative stereotypes faced by former welfare recipients, resulting in their employment and wage growth, as well as the substantial shift of African‐American men from intermittent to steady full‐time employment.
