This article investigates how local political context—including civil society and political parties—influences the development of migrant care worker policies in Taiwan. This is particularly important in a national context where the government has actively utilized migrant care worker policies to solve the crisis in the social welfare sector. This article draws upon documentary analysis of policy debates on the proposed implementation of Long-Term Care Insurance and in-depth interviews with government officials, public service providers and non-governmental organizations to explore how the political alliances of political parties, social organizations, and interest groups affect policy outcomes. While current research focuses on the relationship between social welfare policies and the employment of migrant care workers, this article highlights the local political context and explores how political alliances have influenced the development of migrant care worker policies. This article argues that institutional path dependency and the strong policy alliance between the progressive party and social welfare organizations have stymied changes in migrant care worker policies and prevented Taiwan from further socializing the eldercare sector.

Abstract
Policy legacies are an important factor explaining how, regardless of the nontraditional discourse, previously implemented laws and policies have greatly influenced the state of eldercare arrangements in both China and Taiwan. On the one hand, Taiwan has been shifting eldercare responsibilities from the family to the public through a series of social policy reforms fueled by political demands from the civil society since its democratic transition, whereas the Chinese Party-State enacted a series of filial laws in addition to reform policies, which inflated the demand and supply for familial care while at the same time impacting the development of institutional eldercare. While the issue often framed as the prevalence of filial culture in Chinese societies, this article argues, through a path dependency-based perspective, that legal provisions, policies and the structure of the political competition are largely responsible for shaping current eldercare arrangements on both sides of the strait.

Abstract
What influences Taiwanese public opinion on immigration? Taiwan faces the same immigration challenges as many other developed nations, where the demand for immigrant workers produces a domestic backlash. Our study addresses to what extent public opinions on immigration are influenced by two factors: the skills of immigrants and their place of origin. Our results show, besides the preference for skilled labour, that public opinion on the three Southeast Asian immigrant groups varies considerably, with the strongest negative reaction to Indonesian migrants. As Taiwan prides its progress on human rights among East Asian democracies, the results suggest the need for targeted policy efforts to overcome public biases towards Southeast Asian immigrants.
