В статті наведена та проаналізована динаміка інституційних одиниць фінансового сектору України, виявлені причини, що спричинили зміну їх кількості. EN: In the conditions of growing influence of globalization on domestic social and economic development, the state should take credible measures to prevent and neutralize negative trends. The requirements of the world economy require the financial sector adjustment mechanism of functioning of each part of the financial system. Results. Today, there are many financial institutions, but those negative processes that occur in the financial sector of Ukraine due to the financial crisis prove the imperfection of existing mechanisms of the relevant segments of the financial market. Therefore, the institutional dynamics of the financial sector of Ukraine for 2012-2016, which shows that constant reform in the financial sector of the country, are negative. This is reflected in the reduction of the total number of almost all financial institutions. These financial market participants as finance companies tend to increase, due to the high demand for money and the rapid exchange of small financial transactions as finance companies specialize primarily on crediting consumer products.
UK : В статті здійснено консалт-аналіз наявних проблем в діяльності підприємств в умовах нової сучасної кризи – пандемії, яка значно відрізняється від всіх попередніх криз, які мали місце в економіці світу. За результатами дослідження доведено, що більшість підприємств, хоча і продовжили діяльність, однак можуть так працювати досить обмежений час. В цьому аспекті доведено, що головною передумовою ефективного підприємництва в нових умовах господарювання, є розробка та реалізація комплексу заходів з боку держави щодо підтримки вітчизняного бізнесу в кризовий та посткризовий періоди. В якості пріоритету були визначені різні сфери: пільгове оподаткування, компенсація заробітної плати працівникам, запровадження тимчасового мораторію на чеки. Проаналізовано практику іноземних держав (Польщі, Італії, Німеччини, Франції, Британії, США) щодо захисту підприємців. Більшість із цих країн фінансово підтримують підприємців та населення, вводять пільгове оподаткування результатів своєї діяльності та створюють спеціальні фонди підтримки. Узагальнено сукупність заходів, що реалізовані в Україні, визначено проблемні аспекти їх практичної реалізації. В этом аспекте доказано, что главное условие эффективного предпринимательства в новых условиях рынка, это разработка и реализация комплекса мер со стороны государства по поддержке отечественного бизнеса в кризисный и посткризисный периоды. Проанализирована практика иностранных государств (Польши, Италии, Германии, Франции, Великобритании, США) по защите предпринимателей. EN : The article deals with problems in the activity of enterprises in the conditions of the new modern crisis pandemic. The purpose of the research is to identify the most priority and effective tools and measures of effective entrepreneurship for enterprises in a pandemic a new type of socio-economic crisis in the world. In the article the consult-analysis of the activities of enterprises by the authors was conducted. The authors have determined that the current socio-economic crisis has significant differences from all previous crises that took place in the economy of the world. It is determined that today the enterprises of almost all branches of the national economy find themselves in a situation where they simply do not have sufficient financial resources, lose their profit through of fluctuations in the exchange rates, must operate in a new way, have to implement new technologies of operational management, have to completely change the technology of work with consumers or even suspend their activity on indefinite term.
The article examines effective measures for the development of the financial and credit policy of the agro-food industry of Ukraine in the geo-economic space. Proved that financialization in geo-economics has a global vector of development, which transforms the models of the general balance of financial and credit flows. The geo-financial ap-proach is presented. A detailed analysis of Ukraine's foreign trade with the EU was carried out, and the specific structure of exports of agro-food products was determined. The geographical structure of the geo-financial system of Ukraine. The influence of currency risks on the export of grain crops on average per subject of the agro-food industry of Ukraine was calculated. The dynamic fluctuations of the inflation rate. The structure of the sources of the formation of the financial and credit system of the agro-food industry of Ukraine by global financial institutions during the period of martial law is given.

The article presents the implementation of the results of supporting sectoral entrepreneurship in rural areas as a multifunctional and multi-channel process of formation, attraction, and use of financial resources provided by the rules of the institutional environment of state policy. A methodical approach to the integrated assessment of indicators of the target direction of the involved financial resources of the state and their impact on the development of sectoral entrepreneurship in rural areas is presented. It is proved that the specific criteria that determine the scenarios of consolidation of tax revenues to local rural budgets are minimization of discretion, compensation, and compromise, budget adequacy, complementarities, as well as the sequence of changes in parameters and flexibility of the tax system which allows responding quickly to changes in the institutional environment of state support of sectoral entrepreneurship. Indicators of state support for risk insurance of sectoral entrepreneurship, volumes of accumulated revenues of local budgets in decentralized rural areas of Ukraine are analyzed. A cognitive model is proposed. It determines the hypothetical ability of the multifactorial system of the institutional environment of state policy to influence the level of financial capacity of sectoral enterprises, taking into account the tax burden and targeted use of state financial resources for production, processing, and storage of agricultural products as well as to update the technological process
UK : Метою статті є визначення основних аспектів розвитку сучасного стану електронних платіжних систем в Україні та узагальнення основних ризиків порушення їх функціонування. Проведене дослідження систематизувало інформацію щодо функціонування платіжних систем (внутріш-ньодержавних і міжнародних) і форм розрахунків в Україні (готівкової, безготівкової – електронної). Серед більш ніж 80 внутрішньодержавних іміжнародних платіжних систем, створених банками та небанківськими установами, Національний банк України визначає такі категорії важливості платіжних систем в Україні з метою гарантування їх безперервного та стабільного функціонування – системно важливі, соціально важливі та важливі. Визначено, що в Україні на законодавчому рівні, з урахуванням світових тенденцій, активно відбувається модернізація пла- тіжної інфраструктури, особливо в напрямі захисту прав споживачів фінансових послуг в онлайн-просторі. Разом із появою нових технологій електронного банкінгу, можливостей урізноманітнювати продуктовий ряд дистанційних послуг виникають і нетипові для традиційної банківської діяльності загрози внутрішнього та зовнішнього характеру. Дослідженням систематизовано ключові ризики, притаманні функціонуючим платіжним системам: правовий, фінансовий (загальний комерційний ризик, ризик ліквідності, комерційний ризик), розрахунковий, операційний, системний. Визначено, що основним ризиком у банківській та небанківській сферах є операційний ризик – ризик втрати прибутку через помилки здійснення щоденних традиційних фінансових операцій. Перспективи подальших досліджень у даному напрямі полягають у пошуку та реалізації дієвих механізмів мінімізації або недопущення ризиків електронних платіжних систем. EN : The article is aimed at defining the main aspects of the development of the current state of electronic payment systems in Ukraine and generalizing the main risks of violation of their functioning. The carried out research systematized information on the functioning of payment systems (both internal and international) and forms of payments in Ukraine (cash, non-cash – electronic). Among more than 80 domestic and international payment systems created by banks and nonbank institutions, the National Bank of Ukraine defines the following categories of importance of payment systems in Ukraine in order to ensure their continuous and stable functioning – systemically important, socially important and important. It is determined that in Ukraine at the legislative level, taking into account world trends, the payment infrastructure is being actively modernized, especially in the direction of protection of the rights of financial services consumers in the online space. Along with the advent of new technologies of electronic banking, opportunities to diversify the product range of remote services, atypical threats to traditional banking activities of both the internal and the external nature arise. The research systematizes the key risks inherent in functioning payment systems: legal, financial (total commercial risk, liquidity risk, commercial risk), settlement, operating, systemic. It is determined that the main risk in the banking and non-banking sectors is operational risk – the risk of loss of profit due to errors in the implementation of daily routine financial transactions. Prospects for further research in this direction are to find and implement effective mechanisms for minimizing or preventing risks of electronic payment systems.
