This paper introduces a new international longitudinal database of governmental housing policies. The regulations are measured using binary variables based on a thorough analysis of the real-time country-specific legislation. Three major restrictive policies are considered: rent control, protection from restriction, and housing rationing. The database covers 47 countries and states between 1910 and 2018. This allows comparisons of regulation stringency across both time and space. The analysis reveals a surge of all restrictive policies in the first half of the 20th century. However, following World War II, the evolution of policies diverged: while rent control became more flexible or was phased out, tenure security stabilized at a high level or even increased, while housing rationing became used less frequently. An application of dynamic multivariate longitudinal clustering permits dividing the sample in two groups. One cluster comprises countries with more flexible rent control, stronger tenure security, and more housing rationing. It mostly includes European continental countries. Another cluster unifies countries with a more rigid rent control, weaker tenant protection, and rarely used housing rationing.

Die Preise für Immobilien sind in vielen Ländern in den vergangenen Jahren deutlich gestiegen und es wächst die Sorge, dass sich erneut spekulative Preisblasen bilden. Für politische Entscheidungsträger kann es dabei schwer sein, den richtigen Zeitpunkt für regulierende Eingriffe in den Markt zu erkennen. In diesem Bericht wird gezeigt, wie moderne Methoden des maschinellen Lernens genutzt werden können, um spekulative Preisübertreibungen frühzeitig vorherzusagen. So zeigen die Prognosemodelle, dass die Risiken in vielen OECD-Ländern wieder sehr hoch sind. In Deutschland ist eine explosive Preisentwicklung festzustellen, die sich von den Erträgen von Immobilien entkoppelt hat. Allerdings weist das Prognosemodell darauf hin, dass sich das Risiko in den kommenden Monaten auf hohem Niveau etwas reduzieren wird. Leider ist das Instrumentarium prophylaktischer Maßnahmen in Deutschland noch nicht ausreichend. So fehlt es beispielsweise an Eingriffsmöglichkeiten, die auf die Verschuldungsobergrenzen von Haushalten abstellen. Auch ist unklar, ab wann die Bundesanstalt für Finanzdienstleistungsaufsicht (BaFin) in den Markt eingreifen kann.

Der Beitrag stellt neue historische ländervergleichende Daten und Forschungsergebnisse zur Mietregulierung und ihren langfristigen Auswirkungen auf die Wohneigentumsquote in 27 Ländern vor. Die Regulierung von Mieten, der Kündigungsschutz und die Wohnraumlenkung wurden als Maßnahmen der Sozialpolitik in den meisten untersuchten Ländern, und dabei insbesondere in Kontinentaleuropa, im vergangenen Jahrhundert verbreitet. Gleichzeitig ist die Wohneigentumsquote in diesen Ländern im langfristigen Trend stetig gestiegen. Die Analyse zeigt, dass der Siegeszug des Eigenheims im letzten Jahrhundert nicht nur das Ergebnis von entsprechenden Fördermaßnahmen und der Finanzmarktliberalisierung war, sondern auch auf die Mietregulierung zurückgeht.

Despite rather skeptical attitude of the economists toward the state intervention in the housing markets, the policy makers and general public typically are supporting it. As a result, in many European countries, since World War I the rent and eviction controls as well as social housing policies remain an important element of the government economic policies. Nevertheless, the macroeconomic effects of such regulations are largely unknown. In this paper, we evaluate the effects of government rental market regulations on real house prices, price-to-rent, and price- to-income ratios, real rents, and new housing construction in Germany in 1950 to 2015. The regulations are measured by the indices developed by the authors based on a thorough analysis of the legal acts issued mostly by the central government but also by the regional authorities between 1914 and 2015.

The conflict between Russia and Ukraine that started in March 2014 resulted in bilateral economic sanctions imposed by Russia and Western countries, including the members of the euro area (EA). The paper investigates the impact of sanctions on the real side of the economy of Russia and the EA. Using an index that measures intensity of sanctions the effects of sanctions shocks are analyzed by the means of structural vector autoregression. The direct effect on GDP growth is documented for Russia but not for the EA. While, on average, 1.97% of the GDP quarter-on-quarter growth is estimated to be lost due to sanctions by Russia, the corresponding estimate for the aggregate EA is very small. On the contrary, the indirect effect through depreciation of the currency is shown to be more important for the EA.

Deutschland ist, ähnlich wie seine deutschsprachigen Nachbarländer, ein Land der Mieterinnen und Mieter. Mit 51,4 Prozent ist die personenbasierte Wohneigentumsquote im Jahr 2017 im europäischen Vergleich besonders niedrig (Eurostat, 2019). In Österreich ist sie mit 55 Prozent unwesentlich höher (2017), in der Schweiz mit 42,5 Prozent niedriger (2016) (ebd.). Für diese Länderunterschiede sind in der Literatur verschiedene Gründe angeführt worden, darunter auch die unterschiedlich starke politische Förderung von Wohneigentum (Atterhög, 2005). Hierbei ist die steuerliche Behandlung von Wohneigentum besonders bedeutend, da sie die Entscheidung von Haushalten (mieten oder kaufen) und damit die Neutralität der Wohnformen maßgeblich beeinflussen kann. Das Ziel dieses Beitrags ist es, die Neutralität der steuerlichen Regulierung in den deutschsprachigen Ländern zu messen, um einerseits methodisch zu testen, ob diese Regulierung in Indexdaten abgebildet werden kann, und um andererseits eine Datengrundlage für weitere historisch-vergleichende Untersuchungen zu schaffen. Denn die Idee, dass die eigentümerfreundliche Steuergesetzgebung auf die Wohneigentumsquote wirkt, wird in gängigen, ad-hoc und Querschnittserklärungen zwar häufiger angeführt, aber in der international vergleichenden Forschung sind bisher Wohnungspolitikindikatoren nicht verbreitet und damit Wirkungsanalysen politischer Instrumente selten. Dieser Beitrag möchte daher mit der Kodierung von Indizes der wohnungsspezifischen Steuergesetzgebung in vier relevanten Feldern in den drei Ländern einen ersten methodischen und empirischen Beitrag leisten.

Rising rents in German cities have led to an intense debate about the need for tighter rent controls in housing markets. In April 2015, the so-called rental brake was introduced, which imposes upper bounds for rents in new contracts, in order to immediately slow down the increase of rents in tight housing markets. Since then, 11 federal states made use of this instrument. We take advantage of this intra-country variation and test whether the regulation had a causal effect on rents and house prices in the short run. We apply a standard difference-in-differences setup that allows us to study the effects of the rental brake on the underlying price trend in neighboring treated and non-treated postal-code districts. We ground our analysis on a large sample of online advertised rental dwellings and find that, contrary to the expectations of the policy makers, the rental brake has, at best, no impact in the short run. At worst, it even accelerates rent increases both in municipalities subject to the rental brake and in neighboring areas. We further conclude, based on our estimates on the development of at prices, that investors expect on little impact on future rental income.

Die Abkühlung der Weltkonjunktur und die Unsicherheiten durch den Brexit haben der exportorientierten deutschen Wirtschaft zugesetzt. Sie dürfte in diesem Jahr nur um 0,5 Prozent wachsen. Dass die deutsche Wirtschaft aber nicht in eine ernsthafte Krise rutschen dürfte, ist den kräftigen finanzpolitischen Impulsen und einer günstigen Arbeitsmarktentwicklung zu verdanken. Dadurch bleibt der private Konsum eine Stütze der Wirtschaft; hinzu kommt eine moderate Inflation, die auch in den kommenden beiden Jahren die Kaufkraft kaum dämpft. Diese Faktoren werden zusammen mit einer wieder stärkeren Auslandsnachfrage dafür sorgen, dass sich im kommenden und übernächsten Jahr die deutsche Wirtschaft wieder etwas erholt. Sie dürfte pro Jahr um 1,4 Prozent wachsen - vorausgesetzt, die erheblichen politischen Risiken materialisieren sich nicht. So würde ein harter Brexit das Wachstum in Deutschland allein im kommenden Jahr um 0,4 Prozentpunkte belasten.

The slowdown in the global economy and the uncertainties caused by Brexit have affected the export-oriented German economy, which is expected to grow by only 0.5 percent this year. However, the German economy has not slid into a crisis due to marked fiscal policy stimuli and favorable developments on the labor market. Private consumption remains a mainstay of the economy; in addition, there is moderate inflation, which will barely dampen purchasing power over the next two years. Together with slightly stronger foreign demand, these factors will ensure that the German economy recovers somewhat over next year and the year thereafter. The economy is likely to grow by 1.4 percent in 2020 and 2021 as long as the serious political risks do not materialize. A no-deal Brexit, for example, would reduce growth in Germany by 0.4 percent in 2020.

Die Hochkonjunktur in Deutschland ist vorüber, eine Rezession, droht indes nicht: Trotz der jüngst schwächeren Konjunktur, dürfte die Wirtschaft in diesem Jahr um 1,0 Prozent, wachsen. Eine tragende Säule bleibt der Konsum: Im Jahresdurchschnitt, wird die Zahl der Arbeitnehmerinnen und Arbeitnehmer, wohl um knapp eine halbe Million steigen. Die Inflation, dämpft mit 1,5 Prozent die Kaufkraft kaum; zusammen mit den, finanzpolitischen Einkommensschüben wird dies in einem, spürbar steigenden privaten Konsum münden. Die Nachfrage, aus dem Ausland entwickelt sich hingegen verhalten - dies, liegt einerseits an der konjunkturellen Schwäche Chinas, aber, auch daran, dass in vielen wichtigen Absatzmärkten die Industrie, an Schwung verliert. Die enormen politischen Risiken, werden die Unternehmensinvestitionen dämpfen.

Although the economic boom in Germany is over, a recession is not looming. The economy is still expected to grow by 1.0 percent this year despite its recent weaker performance. Consumption remains a mainstay of the economy; the average annual increase in the number of employees is likely to be just under half a million. At 1.5 percent, inflation is barely dampening purchasing power and together with fiscal policy stimuli, it will lead to a noticeable increase in private consumption. Foreign demand, on the other hand, is developing moderately due to China's weakening economy and the fact that the industrial sector is losing momentum in many important export markets. The enormous political risks will dampen corporate investment as well.
