This is the case study of ARAP, a large programme for arable farming in Botswana from 1985 to 1990. The focus is upon the organization of the programme. The study seeks to explain why the programme developed into an ineffective and costly modernization effort. The objective of the programme was to commercialize arable farming in Botswana. However, most participating farmers used it to subsidize their established mode of production, without moving in the direction of a more commercialized system. To explain the failure of the programme the analysis makes use of organizational theory as well as a ruling elite perspective. (DÜI-Hff)

This report assesses the role of labour in the recent transition to multi-party rule in Zambia. The main question considered is to what extent labour, through its policy-making organ the Zambia Congress of Trade Unions (ZCTU), effected policy changes at the national level in a democratic direction. The report analyses Zambian industrial relations in the post-colonial period with particular emphasis on the period of one-party rule. The author concludes that the trade union movement was established in a pluralist setting and has remained autonomous from the state despite strong efforts to incorporate the union movement into the party/state. The organisational autonomy of the union movement is one of the main reasons why the trade union movement spearheaded the transition to multi-party democracy in October 1991. (DÜI-Hff)

This paper highlights the main findings of a survey carried out from October 1988 to February 1989 amongst low income groups in Lilongwe and Blantyre, Malawi's two major cities. The survey covered employment and incomes, expenditure patterns, food and nutritional status, as well as other social and economic aspects of the households. It is found that for many households expenditures exceed regular incomes, and therefore supplementary coping strategies are necessary. The incidence of food insecurity is high, and more than 40 per cent of children under five have some signs of a nutrition problem. Policy recommendations include macroeconomic measures as well as programmes for increased employment and encouragement of the small-scale informal sector. (DÜI-Hff)

This paper offers a contribution to the analysis of the peasant-state relationship in Ethiopia. It argues that in a country where the peasants represent almost 90 per cent of the population, the new economic and democratic order must accomodate the peasants' interest in self-determination and a stimulating economic environment. It traces the traditions in rural Ethiopia of community responsibility and cooperation, and discusses to what extent these traditions may provide a foundation for a decentralised democratic structure.
