Analyzing representations of the Second World War in Russian—and in one case, Lithuanian—educational media, the contributions to this special issue respond to three important anniversaries: the eightieth anniversary of the signing of the Molotov–Ribbentrop Pact in 2019, the seventy-fifth anniversary of the Second World War victory in 2020, and the eightieth anniversary of the German invasion of the USSR in 2021. Moreover, they investigate the commemoration of historical events which clearly gained in significance after the collapse of the Soviet Union. It was only in the mid-1990s that post-Soviet Russia first introduced annual parades on Victory Day, 9 May, which used to take place only every five years during Soviet times. And it was again the government of Boris Yeltsin that expanded the Russian mnemonic calendar and introduced the Day of Mourning on 22 June, the day Germany invaded the USSR in 1941. Finally, the articles in this special issue also intervene in a lively academic debate on the political and cultural significance of the single most important affair in post-Soviet memory cultures—a term used here explicitly in order to avoid invoking the idea of a culturally coherent social space, but rather to denote all the different forms and modes of recalling the past enacted by a broad range of different actors, at times openly competing with each other. In an attempt to carve out the specific shape of these interventions, I will begin with an outline of the main achievements and lines of argument in the impressive number of recent studies that have explored the dynamics of remembering the Second World War, usually referred to as the Great Patriotic War in post-Soviet Russia. I will then present an overview of the contributions to this volume.

Comparing narratives of the Soviet occupation in 1940 in current textbooks by two leading Lithuanian publishing houses, I claim that Lithuanian textbooks offer diverging accounts, which mirror to a large extent the opposing mnemonic frames supported by two rival political camps. I also show that the same textbooks tame those differences by transcending the politically charged frames they have chosen in the first place, presenting, for example, the USSR as both villain and victim of the war. Considering the relevance of these findings for our understanding of dynamics of remembering in general and in the Lithuanian culture of memory in particular, I point out that embracing the political inherent in all acts of recalling the past does not necessarily lead to politicized, i.e. narrow-minded memories, and I reflect on what these mnemonic practices mean for reevaluating the traditional role of Eastern Europe as the backward other of Western Europe.

This article raises the question of how German textbooks should deal with issues of migration as one of the main challenges in a globalizing age. In order to prepare the ground for a well-founded answer it follows a twofold agenda. In a rst step, previous attempts at analyzing textbook representations of migration are critically scrutinized and read against the background of current debates on methodological approaches to textbook research. In a second step, anthropological research on the structure of public German discourses on migration is cited as a key to developing a truly multiperspectival mode of representing it. Ultimately, the article demonstrates that education alone cannot be given the responsibility of clarifying questions that politics have failed to articulate and that pupils must be taught to participate competently in the discourse on migration policy. They should be familiarized with the various positions advocated in the political sphere, and simultaneously equipped with the necessary tools for critical re ection.

Die Verfasserin plädiert gegen die Rede von dem zunehmend "schwachen Staat" in Georgien. Einleitend werden Einblicke in den Alltag des georgischen Staates unter Eduard Sevardnadse geboten. Dabei werden solche empirischen Befunde präsentiert, die tendenziell in Widerspruch zu gängigen Interpretationsschemata stehen. Gleichzeitig werden diese Beobachtungen in das Konzept einer Machtordnung integriert, die auf fünf Säulen ruht: der Schaffung von Unsicherheiten, der Manipulation von Konflikten, der präventiven Kooptation von potentiellen Gegeneliten, der Zerstörung von interpersonalem Vertrauen und der Privatisierung von Risiken. Anschließend werden die Voraussetzungen für die erfolgreiche Stabilisierung dieser Machtordnung untersucht. Zum Schluss werden die dynamischen Entwicklungen analysiert, die durch die Rosenrevolution in Georgien in Gang gesetzt worden sind. Die Autorin argumentiert, dass man in Georgien mit einem neuen Typus von Staat zu tun hat, der in irritierender Gleichzeitigkeit erdrückende Präsenz in mit bereitwilligem Rückzug aus weiten Bereichen des gesellschaftlichen Lebens verbindet. Im Vordergrund steht die Beobachtung, dass hier eine innovativen Form der Organisation von Herrschaft vorhanden ist, die sich durch ein permanentes Oszillieren zwischen Fassaden der Anarchie und regulativer Allmacht auszeichnet und die gezielte Generierung von Unsicherheit virtuos als Technik der Stabilisierung nutzt. Die Rede vom schwachen Staat versperrt den Blick auf dieses Phänomen. Sie lenkt die Aufmerksamkeit einseitig auf die Unfähigkeit zur Durchsetzung von staatlich gesetzten Regeln. Vor diesem Hintergrund wird das Verhältnis zwischen Staat und Globalisierung analysiert. Der Wegfall sicherer Monopolrenten, die die formalen Ökonomien der Unionsrepubliken in dem vom Weltmarkt weitgehend abgeschotteten Mikrokosmos zum Teil als Alleinanbieter von Waren einstreichen konnten, musste ein enormes Destabilisierungspotential bergen. Aus dem Blickwinkel der Machthaber in peripheren Gesellschaften eröffnet Globalisierung aber durchaus auch Handlungschancen. Nur dort, wo der soziale Raum, der durch Macht strukturiert und organisiert wird, weitgehend identisch ist, mit dem Raum, in dem die Ressourcen generiert werden, auf die Macht einen Zugriff organisiert, wirken Zwänge zur Institutionalisierung und Legitimierung von Macht. Genau diese Bedingung fällt aber mit der Entstehung von transnationalen Räumen, in die selbst rückständige soziale Räume eingebunden sind, weg. Das hat weit reichende Konsequenzen. Um die Fähigkeit zur wirksamen Steuerung und Normierung des Verhaltens der Unterworfenen muss nicht mehr gerungen werden. Wer Macht hat, kann sich stattdessen ganz darauf konzentrieren, den Verlauf der Wege, die die global generierten Ressourcen auf ihrem Transfer in den eigenen Herrschaftsbereich einschlagen, zu bestimmen. Macht bedarf also nicht mehr der kontinuierlichen Präsenz, sie kann sich punktuell entladen, als eine Sequenz von kleinen Explosionen. (ICG2)

Der Beitrag beschreibt die Transformation von der in Georgien besonders entwickelten sowjetischen Schattenwirtschaft zu einem sich an die verändernden Rahmenbedingungen anpassenden Plündersystem, in dem willkürliche staatliche Regulation der Elite den Raub von Ressourcen aller Art erlaubt. Trotz der Erschöpfung der Ressourcen in einem ersten Zyklus der Plünderung funktioniert dieses System weiter, weil das Land erfolgreich seine geostrategische Attraktivität zur Aneignung von internationalen Entwicklungshilfegeldern zur Rekonstruktion eines gescheiterten Staates verkauft. In diesem Zusammenhang stellt die Autorin abschließend in Frage, ob Georgien mit dem Machtwechsel 2003 tatsächlich eine 'samtene Revolution' erlebt hat. (ICG2)

The article uses a constructivist reformulation of the question "when is a nation?" as a parameter of comparison for the analysis of nationalist discourses on history in postsocialist Lithuania & Georgia. It shows that Lithuanian nationalists, by means of a critical reassessment of national history, described the nation as something that still had to be created, whereas Georgian nationalists referred to the unchallenged image of a glorious past & so treated the nation as something to be simply picked up from history. It is also argued that these diverging historiographical narratives correspond to different conceptualizations of the notion of the nation. While Lithuanian nationalists conceptualized the nation in the tradition of the French Revolution as a category that aims at the reconfiguration of state-society relations, Georgian nationalists identified it with traditional modes of organizing social relations.
