Examines the parliamentary review of the Mixed Member Proportional (MMP) electoral system as a potential successor to the extant system in New Zealand. The establishment & mission of the MMP review committee are detailed, revealing that the decision rules guiding the committee inhibited any significant reform. The lack of public participation in the review process is noted, along with a lack of consensus among those citizens who did submit suggestions for reform. Further, an opinion poll indicated low knowledge of & interest in the electoral system as well as equivocal attitudes toward MMP vs the "first-past-the-post" system. The committee is shown to have been unable to make any recommendations beyond the status quo. The future of MMP is considered in this light. 1 Table, 12 References. J. Zendejas

Gegenstand des Aufsatzes ist der Zusammenhang zwischen der emotionalen Ortsverbundenheit und der Fähigkeit zur Artikulation und Verhandlung öffentlich relevanter Interessen im näheren Lebensbereich der Bürger einer Gemeinde. Insofern ist der Artikel ein psychologischer Beitrag zur Genese kognitiver und emotionaler Voraussetzungen von kommunalpolitischer Handlungskompetenz. Im einzelnen wird gefragt nach den: (1) Strukturierungsmöglichkeiten, die handlungspsychologische Mensch-Umwelt-Interaktionstheorien zur Beschreibung bzw. Erklärung der emotionalen Besetzung von Objekten der näheren Umgebung bieten; (2) Chancen und Barrieren zur Ausprägung symbolischer Ortsbezogenheit unter den gegenwärtigen Lebensverhältnissen in städtischen Wohngebieten; (3) Möglichkeiten einer empirischen Erfassung emotionaler Beziehungen zur näheren Lebensumwelt; (4) Konsequenzen aus der ökopsychologischen Betrachtung emotionaler Ortsbezogenheit für die Konzeption einer politischen Bildung im Kommunalbereich. Gezeigt wird u.a., daß emotionale Ortsbezogenheit, die sich ihrer Entstehung und Begrenztheit reflektierend bewußt ist, als eine zentrale Voraussetzung für das Zustandekommen eines kommunalpolitischen Engagements gelten kann. Sie ist geeignet, Betroffenheit zu erzeugen, Eigeninitiativen anzuregen, Mit- und Selbstverantwortung zu aktivieren und öffentliche Ein- und Widerspruchshandlungen in Gang zu bringen, die der Streßbewältigung im näheren Lebensumfeld dienen.
