The interlace of various fields of enterprise management is the result of rapid globalisation processes. Therefore, the present businesses and economic environment need modern and complex instruments for managing enterprises' financial-economical activities. Under the conditions of economic processes' globalisation, the mobility of international capital between East and West becomes more active; moreover, these processes affect international goods and services, technology flow changes and their structure. Though here the leading role is given to the companies of the most powerful and economically best developed countries in the world and EU, the enterprises of smaller countries are also seeking the opportunity to conclude contracts in the international finance market and to become competitive in the international market. For this they need additional financial resources to cover their activities. As Lithuanian enterprises more actively participate in international transactions, the financing demand is growing, and in order to minimize possible microeconomic and macroeconomic loss, it is necessary to form the expedient strategy of financing; emphasising costs of alternative financial sources under the condition of risk and uncertainty. Analyses conducted in the paper sought to contribute both conceptually (by formation of a model of rational capital structure) and practically (by the implementation of such a model) to the financing of companies' activities and to the maximizing of economic value added. The aim of this paper is to compose and practically apply the model allowing formatting financing policy according to the effectiveness zone of rational capital structure levers determining the growth of EVA, while assessing the uncertainty of proportions and reliability of possible results and referring it to risk management conception, under the aspect of the international capital mobility.

This paper contributes to the limited literature on the factors conditioning the turning point of the public debt–growth relationship. A decade after the global financial crisis, when the debt ratio in many countries was still above pre-crisis levels, the COVID-19 pandemic again increased the pressure on public finances. It revived the debate on the ability to promote economic recovery through debt-financed government expenditure. However, more intense government borrowing increases its costs and uncertainty about future taxation policy, thus potentially disturbing private consumption, investment, and economic growth. In this paper, we estimate the thresholds of indicators on which the expenditure multiplier depends, which may already imply a risk that public debt will dampen economic growth. We use a methodology of structural threshold regression to examine the varying effects that debt might have on growth using consumption, investment, taxes, and imports as threshold variables, as well as several other factors suggested by previous contributions. The applied methodology allows for the addressing of parameter heterogeneity and endogeneity to be accounted for at the same time. The main results suggest that a positive debt effect is more likely if the conditions for a high expenditure multiplier are met, that an increase in the public-debt-to-GDP ratio is not necessarily deleterious to growth if shares of private consumption and investment in GDP are high, while the tax-revenue-to-GDP ratio is low.

Currently countries are facing a new crisis caused by the COVID-19, which leads to the rise of government expenditures and additional borrowing. This situation highlights the importance of examine factors which determine the level of public debt that still sustains economic growth. A growing body of research supports the idea of a non-linear debt–growth relationship and estimates the threshold level above which debt becomes unsustainable and has a negative effect on output. The empirical evidence points out that there is no single sustainable debt threshold level that holds for all countries. This research complements scarce empirical evidence on the heterogeneous debt–growth relationship and provides some insights on the publicly available statistical indicators that might signal a relatively low/high expenditure multiplier and, at the same time, potentially unsustainable/sustainable growth stimulus through the use of borrowed funds. We test the hypothesis that the expenditure multiplier is shaping the impact of public debt on growth. Our empirical examination is based on panel data analysis in the groups of countries with expected relatively high and low expenditure multiplier. Research results show that a statistically significant negative marginal effect of debt on growth starts to manifest at a lower debt-to-GDP ratio when the expenditure multiplier is lower and vice-versa. The study shed some light on the sources of heterogeneity in a debt–growth relationship. We can conclude that countries with a high expenditure multiplier level can borrow more and sustain growth. In contrast, in countries with a lower expenditure multiplier, a relatively low debt level becomes unsustainable for growth.

Reduction of the territorial disparities in terms of their development level is the main aim of the European Union's (EU's) regional support. Most of the previous studies investigate the linear relationship between support and growth at countries' or NUTS1/2 disaggregation level, omitting the question on what is the impact of this support on regional convergence among NUTS3 regions and on whether non-linear effects occur. To fill this gap, we modified the difference-in-differences estimator to test empirically the non-linear convergence effects of the EU's regional support at NUTS 3 level over the 2000-2006 programming period, taking into account the possible lagging effect. The results revealed that the impact of regional support on convergence is positive with the diminishing marginal effect as the intensity of payments is increasing. Moreover, we find evidence that the return is higher for the post-intervention compared with the intervention period, i.e. the convergence outcomes of the EU's support occur in the long-run.

Analysing papers that reveal by decomposing territorial inequalities in the EU that the share of disparities attributed to the NUTS 3 level has increased over the last 20 years, this paper aims to examine to what extent the financial support in 2000–2006 from ERDF and CF, which are the main regional policy tools but mainly are directed to address the issues arising at the NUTS 2 level, contributed to supporting convergence at the NUTS 3 level. Our research strategy relies on combining a conditional β-convergence model and a difference-in-differences (DiD) estimator. Estimations are generated for four alternative post-policy periods, two ways to measure policy intervention and for different funds as well as different expenditure categories. Our research results bring to light the question of potential negative outcomes of the EU's existing regional policy since the policy that is focused on the NUTS 2 level is enlarging imbalances within these regions, i.e., among NUTS 3 regions.

Science institutions should not only traditionally teach and do research, but also undertake the "third" mission, the aim of which is to int ensify the collaboration between science and business. In this article the concept of collaboration between science and business is understood as continuous process of science- business interact ion when seeking common aims, which consists of a certain cont ent and organization elements. The literature on management, sociology, economy, public policy, psychology is analyzed and systemized by using methods of classification, simplification, and interpretation.
