Aim: This study characterized teleworking through a psychosocial perspective by considering the opinions of government officials, employers, and teleworkers. Methods: The proposed research met the criteria of a qualitative descriptive study with nine in-depth interviews in the three abovementioned social groups (three participants from each social group) that have an impact on teleworking. Discourse analysis by maps of association of ideas was employed as an information analysis technique. Results: The study results suggested that the meaning and value that the workers assign to organizing their work, social interactions, routines, and the use of objects and positioning is unknown to the policy makers. Moreover, the discourses of the government and the employer are similar, and therefore, a time of psychosocial narrative is consolidated; the second psychosocial time is developed by the discourse of the teleworker. Discussions: In the first psychosocial time, teleworking means an opportunity to help workers regarding their quality of life and productivity. In the second psychosocial time, teleworking means a different way of working in which individuals occupy a physical space as workers, but they are actually in a virtual space that allows to give work a meaning other than the traditional one. Conclusions: The study concluded that teleworking is perceived by the government as an opportunity to improve employability indicators and give access to people with special abilities to the market; for employers, it is a mechanism for increasing flexibility that would help them with cost reduction, and for workers, it involves freedom and work flexibility. ; Objetivo: Caracterizar el teletrabajo desde una lectura psicosocial, teniendo en cuenta las versiones de los integrantes del gobierno, empleadores y teletrabajadores. Método: Se planteó una investigación que atiende criterios de un estudio cualitativo, de corte descriptivo con nueve entrevistas en profundidad a tres grupos sociales con incidencia en el tema (tres participantes por grupo social). Se usó análisis de discurso por mapas de asociación de ideas como técnica de análisis de información. Resultados: El significado y valor que le da el trabajador a esta forma de organizar el trabajo, así como las interacciones sociales, las rutinas y usos de los objetos y el posicionamiento, reportan una cotidianidad desconocida para los policy makers. Los discursos de gobierno y empleador son semejantes, por lo tanto, consolidan un tiempo de narrativa psicosocial; el otro tiempo lo construye el discurso del teletrabajador. Discusiones: En el primer tiempo psicosocial el teletrabajo significa una oportunidad de ayudar al trabajador en su calidad de vida y su productividad. En el segundo tiempo, significa una forma diferente de trabajar en el que la persona ocupa un lugar físico como trabajador, pero es en un lugar virtual el que en realidad permite significar su trabajo de un modo diferente al del trabajo tradicional. Conclusiones: El teletrabajo es visto por el gobierno como una oportunidad para mejorar los indicadores de empleabilidad y de brindar acceso a personas con características especiales al mercado; para los empleadores es un mecanismo de flexibilización que les ayudaría con la reducción de los costos; mientras que para el trabajador es la búsqueda de libertad.

This article proposes a theoretical framework to understand the practices carried out by the Colombian State regarding a "new" way of organizing work called telecommuting. The research underpinning this paper showed that a form of work that has a flexible nature was regulated, and in this policy design the worker who lives the daily life of telecommuting was not in consideration. This represents a process of institutionalization via top-down public policy that creates social repertoires of current ideal ways of working, within the worker finds happiness. It falls into a process of sublimation of pseudo-labour guarantees due to a flaw in the design of policies by the State. A political analysis is proposed, based on a study of organizational and work psychology, which links a vision of objective institutionalization where the need for the realities' inclusion of the diverse social groups that make up the policy network is recognized. ; Este artículo propone un marco teórico para comprender las prácticas llevadas a cabo por el Estado colombiano respecto de una "nueva" forma de organizar el trabajo denominada teletrabajo. La investigación que sustenta este escrito mostró que se reglamentó una forma de trabajo que tiene una naturaleza flexible y en dicho diseño de política no tuvo lugar el trabajador que vive la cotidianidad del teletrabajo. Ello representa un proceso de institucionalización vía política pública top-down que crea repertorios sociales de formas de trabajar ideales de la actualidad, con las cuales el trabajador encuentra la felicidad. Se cae en un proceso de sublimación de seudo-garantías laborales por una falla en el diseño de políticas por parte del Estado. Se propone un análisis político, a partir de un estudio de psicología organizacional y del trabajo, que vincule una visión de la institucionalización objetivada donde se reconozca la necesidad de la inclusión de las realidades de los diversos grupos sociales que integran la red de política.
