This article analyzes two main subjects crucial for the construction of UNASUR: the need to evaluate the adecuacy between means and ends in the design of UNASUR's institutions, and the implications that this theoretical debate would have for the viability of the most important political, social and economic project in the contemporary history of South America. ; En el artículo se analizan los que el autor considera los dos temas cruciales en la construcción del espacio común sudamericano propuesto por UNASUR: la adecuación entre los objetivos integracionistas y los medios establecidos por los países sudamericanos para alcanzarlos; y las derivaciones que tiene tal discusión para viabilizar lo que podría considerarse como el proyecto político, social y económico más importante de la historia contemporánea de Sudamérica.

El Mercado Común del Sur (Mercosur) puede ser considerado como un exitoso régimen interestatal, creado y sostenido por múltiples y frecuentes negociaciones internacionales que han determinado, a través del tiempo, los contenidos, las formas, los alcances y los ritmos del esquema de integración subregional. Sin embargo, el proceso de integración que llevan adelante los países miembros (Argentina, Brasil, Paraguay y Uruguay) y asociados (Bolivia y Chile) del Mercosur, no ha sido hasta el presente objeto de un estudio sistemático que utilice marcos teóricos o analíticos propios de las negociaciones internacionales. La mayoría de los estudios sobre el Mercosur se concentran sobre variables en niveles de análisis nacionales e internacionales (económicas y políticas), sin abordar sistemáticamente las variables que en múltiples niveles de análisis (internacional, nacional y sub-nacional) están comúnmente presentes en las frecuentes negociaciones del proceso de integración regional, y constituyen el núcleo del enfoque del Análisis de las Negociaciones (por ejemplo, partes, fracciones, intereses, zonas de acuerdo, tácticas, estrategias, etc.).

The Accession Treaty signed by Venezuela with MERCOSUR in 2006 adopts the principles of gradualism, flexibility, equilibrium, recognition of the asymmetries and differential treatment. Asymmetries can cause negative externalities, as well as they may have the potential to promote the process in a dialectical manner. This is one of the theoretical premises that guides this article. In this work we will analyze the characteristics of the asymmetries in MERCOSUR, how the admission of Venezuela affects this situation, the treatment given to the asymmetries in MERCOSUR vis à vis the EU, and the type of institutions that deals with the asymmetries in the MERCOSUR. ; El Tratado de Adhesion firmado por Venezuela con MERCOSUR en 2006 adopta los principios de gradualismo, flexibilidad, equilibrio, reconocimiento de las asimetrías y trato diferencial. Las asimetrías pueden causar externalidades negativas, así como también pueden tener el potencial de promover el proceso de integración en una forma dialéctica. Esta es una de las premisas que guía este artículo. En este trabajo se analizarán las características de las asimetrías en MERCOSUR, cómo afecta la admisión de Venezuela a esta situación, el tratamiento dado a las asimetrías en MERCOSUR vis à vis la UE, y el tipo de instituciones que gestionan las asimetrías en MERCOSUR.

This volume looks at concepts and processes of social exclusion and social inclusion. It traces a number of discourses, all of them routed in a relational power analysis, examining them in the context of the UN Agenda for Sustainable Development 2030 with its commitment to "leave no one behind." The book combines analysis that is fundamentally critical of the rhetoric of social inclusion in academic and UN discourse with narratives of social exclusion processes and social inclusion contestation, based on ethnographic field research findings in La Paz, Kingston, Port-au-Prince, Kampala, Beijing, Chongqing, Mumbai, Delhi, and villages in Northern India.
