Effective conservation depends largely on people's compliance with regulations. We investigate compliance through the lens of fishers' compliance with marine protected areas (MPAs). MPAs are widely used tools for marine conservation and fisheries management. Studies show that compliance alone is a strong predictor of fish biomass within MPAs. Hence, fishers' compliance is critical for MPA effectiveness. However, there are few empirical studies showing what factors influence fishers' compliance with MPAs. Without such information, conservation planners and managers have limited opportunities to provide effective interventions. By studying 12 MPAs in a developing country (Costa Rica), we demonstrate the role that different variables have on fishers' compliance with MPAs. Particularly, we found that compliance levels perceived by resource users were higher in MPAs (1) with multiple livelihoods, (2) where government efforts against illegal fishing were effective, (3) where fishing was allowed but regulated, (4) where people were more involved in decisions, and (5) that were smaller. We also provide a novel and practical measure of compliance: a compound variable formed by the number illegal fishers and their illegal fishing effort. Our study underlines the centrality of people's behavior in nature conservation and the importance of grounding decision making on the social and institutional realities of each location.
Ecosystem services have become a dominant paradigm for understanding how people derive well-being from ecosystems. However, the framework has been critiqued for over-emphasizing the availability of services as a proxy for benefits, and thus missing the socially-stratified ways that people access ecosys- tem services. We aim to contribute to ecosystem services' theoretical treatment of access by drawing on ideas from political ecology (legitimacy) and anthropology (entanglement). We hypothesize that where customary and modern forms of resource management co-exist, changes in customary institutions will also change people's ability to and means of benefiting from ecosystem services, with implications for well-being. We ask a) what are the constellations of social, economic, and institutional mechanisms that enable or hinder access to a range of provisioning ecosystem services; and b) how are these constellations shifting as different elements of customary institutions gain or lose legitimacy in the process of entangle- ment with modernity? Through a qualitative mixed-methods case study in a coastal atoll community in Papua New Guinea, we identify key access mechanisms across the value chain of marine provisioning ser- vices. Our study finds the legitimacy of customary systems – and thus their power in shaping access – has eroded unevenly for some ecosystem services, and some people within the community (e.g. younger men), and less for others (e.g. women), and that different marine provisioning services are shaped by specific access mechanisms, which vary along the value chain. Our findings suggest that attention to entanglement and legitimacy can help ecosystem services approaches capture the dynamic and relational aspects of power that shape how people navigate access to resources in a changing world. We contend that viewing power as relational illuminates how customary institutions lose or gain legitimacy as they become entangled with modernity.
Globally, fisheries are challenged by the combined impacts of overfishing, degradation of ecosystems and impacts of climate change, while fisheries livelihoods are further pressured by conservation policy imperatives. Fishers' adaptive responses to these pressures, such as exiting from a fishery to pursue alternative livelihoods, determine their own vulnerability, as well as the potential for reducing fishing effort and sustaining fisheries. The willingness and ability to make particular adaptations in response to change, such as exiting from a declining fishery, is influenced by economic, cultural and institutional factors operating at scales from individual fishers to national economies. Previous studies of exit from fisheries at single or few sites, offer limited insight into the relative importance of individual and larger-scale social and economic factors. We asked 599 fishers how they would respond to hypothetical scenarios of catch declines in 28 sites in five western Indian Ocean countries. We investigated how socioeconomic variables at the individual-, household- and site-scale affected whether they would exit fisheries. Site-level factors had the greatest influence on readiness to exit, but these relationships were contrary to common predictions. Specifically, higher levels of infrastructure development and economic vitality - expected to promote exit from fisheries - were associated with less readiness to exit. This may be due to site level histories of exit from fisheries, greater specialisation of fishing households, or higher rewards from fishing in more economically developed sites due to technology, market access, catch value and government subsidies. At the individual and household scale, fishers from households with more livelihood activities, and fishers with lower catch value were more willing to exit. There is an increasing need to evaluate the links between the social and ecological dimensions of human vulnerability to climate change. We use an empirical case study of 12 coastal communities and associated coral reefs in Kenya to assess and compare five key ecological and social components of the vulnerability of coastal social-ecological systems to temperature induced coral mortality [specifically: 1) environmental exposure; 2) ecological sensitivity; 3) ecological recovery potential; 4) social sensitivity; and 5) social adaptive capacity]. We examined whether ecological components of vulnerability varied between government operated no-take marine reserves, community-based reserves, and openly fished areas. Overall, fished sites were marginally more vulnerable than community-based and government marine reserves. Social sensitivity was indicated by the occupational composition of each community, including the importance of fishing relative to other occupations, as well as the susceptibility of different fishing gears to the effects of coral bleaching on target fish species. Key components of social adaptive capacity varied considerably between the communities. Together, these results show that different communities have relative strengths and weaknesses in terms of social-ecological vulnerability to climate change.
