La presente tesis doctoral se enfoca en la dimensión política de la ciudadanía europea. La investigación pretende entender y explicar cómo los ciudadanos europeos que viven en otro país están incorporados en la política local de sus lugares de residencia. El análisis discute el caso de los residentes rumanos y británicos en España, dos grupos de europeos que ilustran el diverso paisaje de la movilidad europea en término de recursos socio-económicos, tipología migratoria y percepción y recepción en sus países de acogida. Desde una perspectiva teórica, propongo un nuevo marco analítico sobre la incorporación política. Dicha propuesta va más allá de la dicotomía agencia/estructura de oportunidades y plantea introducir una perspectiva transnacional en el análisis. El estudio se enfoca en cómo las organizaciones y los emprendedores políticos (candidatos y concejales locales) por parte de los dos grupos están incluidos en los procesos políticos de sus lugares de residencia. Desde una perspectiva metodológica utilizo un enfoque multi-metódo que me permite tener tanto una visión de conjunto como una mirada en profundidad de los fenómenos de incorporación política. El análisis plantea dos argumentos generales. En primer lugar, demuestro cómo los procesos de incorporación de los dos grupos están condicionados por su recepción y percepción en la sociedad receptora. Más allá del estatus común de ciudadanos europeos y diferencias de recursos, las instituciones políticas españolas se acercan a las organizaciones y emprendedores políticos de los dos grupos de una manera diferenciada, que, a su vez, generas trayectorias distintas de incorporación. En segundo lugar, enseño cómo los vínculos transnacionales son un factor positivo en los procesos de incorporación. This paper presents a contextual analysis of the external citizenship theories and discusses their conceptual and practical linkages with the European citizenship conception. The article argues that in spite of not dwelling on the national territory, the first generation migrants may be considered legitimate members of the demos. They should, in consequence, possess rights of political participation and representation in their homeland politics. In the specific case of the European citizens, the external voting rights are a resource not only against the country of origin institutions, but also in relation to the country of residence administrations. ; Este artículo presenta un análisis contextual de las teorías sobre la ciudadanía en el exterior, así como sus relaciones conceptuales y prácticos con la ciudadanía europea. Aunque la residencia en otro país puede ser un factor que cuestiona el derecho de participación y representación política de los no-residentes, consideramos que los emigrantes de primera generación son miembros legítimos del demos. En consecuencia, deberían tener derechos de participación y representación en su país de origen. Sin embargo, en el caso concreto de los ciudadanos europeos, los derechos políticos en el exterior constituyen un recurso no sólo en relación a los gobiernos de origen, sino también frente a las administraciones de los países de residencia.

AbstractIn this article we discuss the concept of European solidarity by distinguishing between transnational and international solidarity. The former refers to support for institutional arrangements aimed at sharing economic risks at the individual level, while the latter entails public agreement to share economic risks at the Member State level. We explore the joint role of cross‐border interactions and political attitudes in fostering solidarity ties among Europeans through multilevel modelling based on the 2012 Eurobarometer 77 survey. The article shows that transnational experiences do not have the same effect on different forms of European solidarity, limiting transnational and enhancing international solidarity. Egalitarian individuals are more prone to EU‐wide solidarity, with cross‐border practices affecting their level of solidarity, while not altering those of the rest of the population. In particular, we find that cross‐border practices make egalitarians more inclined to international and less to transnational solidarity.

The relationship between political parties and voters is usually analysed in a national framework. However, the majority of states worldwide allow their emigrant citizens to have an absentee vote. This article analyses how parties confront the challenge of mobilising voters across borders. It presents an analytical framework for comparing the scope of party transnational mobilisation strategies across different electoral systems. Drawing on a contextualised qualitative analysis, the article analyses transnational electoral mobilisation of the emigrant vote in recent elections in Spain, France, Italy and Romania. The analysis shows that a cost-benefit analysis of electoral incentives explains the scope of transnational campaign efforts of many of the political parties. Yet the article also suggests locating the analysis of party strategies in the particular context of the transnational electoral field, including the high dispersion, uncertainty and volatility of the emigrant vote and the overlap between the electoral arenas among emigrants and at home.

A growing number of countries have granted their emigrant citizens the right to vote in homeland elections from afar. Yet, there is little understanding of the extent to which emigration issues are visible in the subsequent legislative processes of policymaking and representation. Based on an original data set of parliamentary activities in Spain, Italy, France and Romania, this article analyses why political parties pay attention to emigrants. To that end, we propose a conceptual framework which draws on both theories of issue salience and substantive representation. Bridging these two frameworks allows us bring in both parties (salience) and constituencies (representation) in the analysis of the linkage between electorates and parliaments at a transnational level. We test a series of hypotheses and find that parties are more likely to focus on emigration issues the stronger their electoral incentives and in the context of electoral systems allowing the emigrants to elect special emigrant representatives.
