In seiner heftig umstrittenen Parteitagsrede vom 4.8.2002 hat der damalige türkische Vizepremier und Vorsitzende der Mutterlandspartei (ANAP), Mesut Yilmaz, ein Überdenken des "Konzepts der Nationalen Sicherheit" gefordert. Die Türkei müsse sich von ihrem "Sicherheitssyndrom" befreien, das nahezu jeden Schritt zur Zukunftssicherung des Landes behindere. Der Beitrag beleuchtet die der Kritik von Yilmaz zugrunde liegende Entwicklung der zivil-militärischen Beziehungen und des nationalen Sicherheitsdiskurses seit der politischen Intervention des Militärs im Februar 1997, die den damaligen Premierminister Erbakan zum Rücktritt zwang. Kurz eingegangen wird auf die Unvereinbarkeit der Vormachtstellung des Militärs und der Struktur des Nationalen Sicherheitsrats mit den EU-Beitrittskriterien (Kopenhagener Kriterien). In einem Post-script wird die Bedeutung des Wahlsiegs der AKP vom November 2002 für das Konzept der nationalen Sicherheit und die zivil-militärischen Beziehungen analysiert. (DÜI-Hns)
