Demands of Justice draws on original interviews and archival research to show how global appeals for human rights began in the 1970s to expand the boundaries of the global neighbourhood and disseminate new arguments about humane concern and law in direct opposition to human rights violations. Turning a justice lens on human rights practice, Clark argues that human rights practice offers tools that enrich three facets of global justice: transnational expressions of simple concern, the political realization of justice through politics and law, and new but still incomplete approaches to social justice. A key case study explores the origins of Amnesty International's well-known Urgent Action alerts for individuals, as well as temporal change in the use of law in such appeals. A second case study, of Oxfam's adoption of rights language, demonstrates the spread of human rights as a primary way of expressing calls for justice in the world.

A lot of scholarly attention has been devoted to demonstrating that transnational activists "matter" in explaining international outcomes. Having paid those dues, it can be argued that scholars of transnational activity can safely shift from a documentary focus to a more profound inquiry concerning how, why, and to what extent nonstate actors matter. On the other hand, to understand the work of transnational activists for the international implementation of moral and legal standards—not a completely new area of inquiry, but a burgeoning one—still requires a considerable amount of empirical documentation of exactly what that work entails. Only time-intensive, border-hopping research provides the names, dates, and actors' words, deeds, and intentions that comprise whatever political activity there is to be theorized about. Thus, both empirical documentation and theorizing about transnational and multilateral processes are demanding, and interdependent, scholarly necessities. In her book Moral Victories: How Activists Provoke Multilateral Action, Susan Burgerman presents finely articulated empirical research that is a welcome contribution to the literature on human rights in multilateral political processes.

Changes in quality and availability of information related to human rights violations raise questions about how best to use existing data to assess human rights change. Information effects are discernible both in primary sources of information and data coded by two prominent human rights datasets, the Political Terror Scale (PTS) and the Cingranelli-Richards Human Rights Data Set (CIRI). The authors discuss ways that human rights information has changed for the better, evaluate the scales and their primary text sources for countries in Latin America, and compare them with information drawn from regional truth commission data. Extra caution is advised when using summary data to make inferences about human rights change.
