The global pandemic of Covid-19 has caused enormous damage to scientific research by dramatically reducing the functionality of the institutions responsible for it and at the same time polarizing many lines of research toward solving the pandemic problems. This situation has similarities with what happened during the Second World War. In that case, the post-war recovery was intense, also bringing many changes in the methodology and motivations of scientific research. In this paper I analyzed, as a model of post-war rebirth, that of the Institute of Pharmacology of the University of Milan that became from a small laboratory a research and teaching institution based on human and scientific concepts that were innovative at the time. Its birth started in the years 1946-47, was favored by the collaboration between private and public institutions (the De Marchi Foundation, the University of Milan and the Municipality of Milan), was build by the scientists as a high-level, broad-based international study center, and formed the basis of a possible example of a university campus. The methodological and conceptual development of a new pharmacology and its growth in researchers and scientific purposes are outlined. The birth from this Institute of the Mario Negri Research Institute, of the School of Pharmacy of the University of Milan, of the Cellular and Molecular Pharmacology Center of the CNR and of the Lombardy Biomedical Library System is briefly described. The different reactions to a global damage brought to science and research in the post-war and post-pandemic periods are discussed.
The reduction in the number of parliamentarians: de jure condito or de jure condendo? ; La riduzione del numero dei parlamentari: de iure condito o de iure condendo?
There are two main topics around which, from the point of view of scholars, ingender, the debate is developing about a reduction in the number of parliamentarians,constitutional reform text submitted to popular vote in a referendum next yearMarch 29th, that is: (a) the source indicating the number of Members of Parliament, namely the textconstitutional law, an organic law, an ordinary law; and (b) the determination of thenumber of parliamentarians, which for some is an explicit and precise figure, substantiated in afixed number, as for example it happens today in Italy; for others, instead, it is a mobile number,dependent on the relationship with the population, as is the case today in Romania;for others, finally, it is a free variable that applies from a numberminimum set of parlamen tary and which depends on the outcome of the election, being able to determineso-called "supernumerary" seats, such as today in Germany. ; Sono due i principali argomenti intorno ai quali, dal punto di vista degli studiosi, ingenere, si sviluppa il dibattito riguardo ad una riduzione del numero dei parlamentari,testo di riforma costituzionale sottoposto al voto popolare in un referendum il prossimo29 marzo, ossia: (a) la fonte che indivi dua il numero dei parlamentari, cioè il testocostituzionale, una legge organica, una legge ordinaria; e (b) la determinazione delnumero dei parlamentari, che per alcuni è un dato esplicito e puntuale, sostanziato in unnumero fisso, come ad esempio oggi accade in Italia; per altri, invece, è un dato mobile,dipendente dal rapporto con la popolazione, come ad esempio oggi avviene in Romania;per altri ancora, infine, è una variabile libera che si applica a partire da un numerominimo prefissato di parlamen tari e che dipende dall'esito elettorale, potendo determinareseggi c.d. "soprannumerari", come ad esempio oggi in Germania.

The Italian Electoral System and its Reform: The Challenge of Consolidation ; El sistema electoral italiano y su reforma: el desafío de la consolidación
In the twenty-six years that characterize the last six Italian legislatures (1994-2020) Italy has seen, from the political-institutional point of view, an intense activity that was accompanied by a very similar vitality of the political party system. In this context, the electoral system and its continuous modifications with new electoral laws has strongly influenced the form of government, marking, by the decisive conditioning factor that represents the party system, its dynamics, both directly and indirectly. However, the rapid change of the different electoral systems in recent years has not been accompanied by an equal change in the constitutional text, so there has been an asymmetry in the functioning of the new electoral systems that were being adopted gradually, making them substantially incomplete, inconsistent and ultimately fragile. Faced with an immutability of the constitutional system, this continuous mutability in the electoral system has not only made the whole political-institutional system very weak, but also degraded it in its function in the eyes of the voters, as it seemed a clearly inefficient tool with respect to the needs of the constitutional system. Therefore, the present contribution aims to highlight the transformations that have taken place on the electoral system, trying to underline the difficulties of its consolidation, within the framework of the so-called Second Republic (1994-2020) and its new system of political parties. ; En los veintiséis años que caracterizan a las seis últimas legislaturas italianas (1994-2020) ha habido una intensa actividad político-institucional, acompañada de una fuerte modificación del sistema de los partidos políticos. En este contexto, el sistema electoral y sus continuas modificaciones con nuevas leyes electorales ha influido fuertemente en la forma de gobierno, marcando su dinámica, tanto directa como indirectamente. Sin embargo, el rápido cambio de los diferentes sistemas electorales en los últimos años no ha estado acompañado de reformas parejas en el texto constitucional, produciéndose una asimetría en el funcionamiento de los nuevos sistemas electorales que se iban adoptando gradualmente, que los hacía sustancialmente incompletos, incoherentes y, en definitiva, frágiles. Todo ello ha terminado degradando el sistema a ojos de la ciudadanía.
