Kritik einer Universitätsstudie, die von der Regierung Lebowas in Auftrag gegeben wurde, um Entscheidungshilfen für die Entwicklungsplanung zu bekommen. Anlage und Ausführung der Studie haben ihr Ziel verfehlt. Den Autoren wird mangelnder Praxisbezug ebenso vorgeworfen wie schlechtes entwicklungspolitisches Theorieverständnis und fehlende Berücksichtigung der Beziehungen zwischen regionaler Wirtschaft und der übrigen RSA, etwa im Bereich Wanderarbeit.
