SO LONG AS THE BASIC ANTI-DEFENSE DECISION STANDS, ANY PROTECTION THE UNITED STATES GETS WILL BE, LIKE THE PATRIOT, SOMETHING THAT SLIPPED THROUGH THE SYSTEM.

In diesem Artikel werden die politischen und militärischen Funktionen der Streitkräfte der USA in Europa beschrieben. Dazu wird zunächst dargelegt, wie die Sowjetunion aufgerüstet hat und wie die Amerikaner und Westeuropäer hierauf politisch und militärisch reagierten. In dem NATO-Doppelbeschluß, der die Stationierung von Raketen und gleichzeitige Verhandlungen mit der Sowjetunion zwecks Reduzierung taktischer Atomwaffen vorsieht, wird eine der Ursachen für die massive Verunsicherung der europäischen öffentlichen Meinung gesehen, die letztlich die Verteidigungsbereitschaft schwächt. Die Einsicht, daß Europäer unmittelbar oder mittelbar die Möglichkeiten ausgeschlossen haben, daß amerikanische Truppen siegen können, könnte die amerikanische Meinung dahingehend lenken, daß man den Rückzug der US-Truppen aus Europa fordert. Ein Rückzug der amerikanischen Streitkräfte hätte aber nach Meinung des Autors verheerende Folgen. Daher sei es notwendig, die Streitkräfte der NATO zu stärken, sodaß amerikanische Truppen in Europa zusammen mit ihren Verbündeten die Fähigkeit behielten, wirklich zu kämpfen, die Zivilbevölkerung in Europa zu beschützen und zu siegen.
