Résumé En tant que méthodologie qui vise à focaliser les théories scientifiques sociales sur de vrais problèmes sociaux et à examiner de nouvelles directions et directives pour l'émancipation, la recherche-action est basée sur un processus commun d'apprentissage de la part des chercheurs et des acteurs. Une relation solide basée sur une confiance réciproque entre les deux parties est un préalable pour une recherche de bonne qualité, et fournit des perspectives utiles pour les pratiques sociales qui sont étudiées. Dans cet article l'auteur se concentre explicitement sur la relation entre le chercheur et l'acteur dans une recherche-action. La première partie donne l'historique, dans laquelle Freire plutôt que Lewin est considéré comme le fondateur le plus important de la recherche-action avec participation et émancipation. L'auteur ensuite poursuit avec une discussion de l'adéquation réciproque, le caractère explicite et la réflexivité comme principes pour la construction d'une confiance réciproque entre le chercheur et l'acteur. L'article s'achève par l'esquisse de quelques façons de développer une rélation plus égale entre chercheur et acteur au cours d'une recherche particulière.

In this article, we first look at the pillars and guidelines of the European Employment Strategy that form the agreed targets of EU countries, and on which they base their National Action Plans concerning employment and labour market policies. In spite of the fundamental changes taking place in society in recent years, these pillars and guidelines have remained basically unchanged. We reflect critically on the EU targets and the principles underlying them, and comment on the implications of the narrow concept of labour inherent to the EU policies. In addition, we will explore how the traditional, narrow labour concept could be confronted with a more differentiated viewpoint, and consider the possible meaning of a basic income within this perspective. Finally, we make some remarks on developing such an alternative point of view, taking the perspective of modernisation of our traditional labour system as our point of departure.

Esta contribución trata sobre la el problema de la e xistencia de "trabajadores pobres" en Holanda. El resto del mundo tiende a considerar a Holanda como un éxito económico. Es en este conte xto en el que el artículo investiga sobre la e xistencia de trabajadores en Holanda que teniendo un trabajo remunerado se ven inmersos en los problemas de la pobreza. Los datos estadísticos disponibles a nivel macroeconómico dan indicaciones claras de la e xistencia de "trabajadores pobres". A la luz de estos datos, la cuestión de los "trabajadores pobres" debería tener un lugar más preeminente entre los puntos de la agenda de los sindicatos y los políticos. En particular, los sindicatos deberían jugar un papel más activo profundizando en el problema a través de estudios más detallados, que tomaran como punto de partida la experiencia cotidiana de las personas afectadas, y deberían desarrollar medidas que dieran respuesta a los intereses de dichas personas. ; This contribution deals with the question of the e xistence of "working poor" in the Netherlands. Der Artikel untersucht zunächst die Pfeiler und Richtlinien der Europäischen Beschäftigungsstrategie, die die vereinbarten Ziele der EU-Länder und die Grundlage ihrer Nationalen Aktionsplane in Bezug auf ihre beschäftigungs- und arbeitsmarktpolitischen Maßnahmen bilden. Ungeachtet der massiven gesellschaftlichen Umwälzungen der letzten Jahre sind diese Pfeiler und Richtlinien mehr oder weniger unverändert geblieben. Es folgt eine kritische Reflexion der von der EU verfolgten Ziele, ihren zugrundeliegenden Prinzipien und der Implikationen des engen Arbeitsbegriffes, der der Politik in der EU innewohnt. Anschließend wird gefragt, wie der hergebrachte, enge Arbeitsbegriff mit einem differenzierteren Standpunkt konfrontiert werden könnte, einschließlich der Frage nach der möglichen Rolle eines garantierten Mindesteinkommens innerhalb einer solchen Perspektive. Der Artikel schließt mit einigen Bemerkungen darüber, wie eine solche alternative Perspektive entwickelt werden könnte, wobei die Modernisierung des tradierten Arbeitssystems als Ausgangspunkt genommen wird. This contribution deals with the question of the existence of 'working poor' in the Netherlands. The rest of the world tends to see the Netherlands as a success story. It is against this background that we investigate whether there are people in the Netherlands that are in paid employment, but are nevertheless confronted with problems of poverty. The statistical data available at the macro-level give clear indications of the existence of 'working poor'. In the light of this fact, the issue of the 'working poor' should be given a more prominent place on the political and trade union agenda. The trade unions, in particular, should play a far more active role. Dieser Beitrag beschäftigt sich mit der Frage der "working poor" in den Niederlanden. Aus internationaler Sicht gelten die Niederlande als Erfolgsstory. Vor diesem Hintergrund befassen wir uns mit der Frage, ob es in den Niederlanden Menschen gibt, die einer Erwerbsarbeit nachgehen und dennoch mit Problemen infolge von Armut konfrontiert sind. Die auf Makro-Ebene vorliegenden statistischen Daten enthalten deutliche Hinweise dafür, daß es tatsächlich "working poor" gibt. Angesichts dieser Tatsache sollte der Frage der "working poor" auf der politischen und gewerkschaftlichen Tagesordnung eine größere Bedeutung eingeräumt werden. Insbesondere die Gewerkschaften sollten eine weitaus aktivere Rolle übernehmen. Sie sollten das Problem anhand der Alltagserfahrungen der Betroffenen näher untersuchen und Maßnahmen erarbeiten, mit denen sie den Interessen dieser Menschen gerecht werden können. (Transfer / FUB)

First published in 1998, this volume describes and analyses organizations of social security claimants and their position in the field of force of the national welfare state in six European countries: representing a diversity of welfare state regimes. The authors analyse these organizations, and their strengths and weaknesses, from a variety of theoretical perspectives: such as the opportunity structures of welfare states and national political relations, the fragmentation of the social movements of social security claimants along ideological and categorical lines, the (im)possibilities of organizing socially highly marginalized groups etc. The volume also contains an introduction and an epilogue, as well as a chapter dealing with the relations between collective and individual forms of social resistance.

Objective To investigate whether smoke-free legislation in the Netherlands led to a decreased incidence of out-of-hospital sudden circulatory arrest (SCA). Smoke-free legislation was implemented in two phases: a workplace ban in 2004 and an extension of this ban to the hospitality sector on 1 July 2008. Design Weekly incidence data on SCA were obtained from the ambulance registry of South Limburg, the Netherlands. Three time periods were distinguished: the pre-ban period (1 January 2002-1 January 2004), the first post-ban period (1 January 2004-1 July 2008) and the second post-ban period (1 July 2008-1 May 2010). Trends in absolute SCA incidence were analysed using Poisson regression, adjusted for population size, ambient temperature, air pollution and influenza rates. Results A total of 2305 SCA cases were observed (mean weekly incidence 5.3 +/- 2.3 SD). The adjusted Poisson regression model showed a small but significant increase in SCA incidence during the pre-ban period (+0.20% cases per week, p = 0.044). This trend changed significantly after implementation of the first ban (with -0.24% cases per week, p = 0.043), translating into a 6.8% (22 cases) reduction in the number of SCA cases after 1 year of smoke-free legislation. No further decrease was seen after the second smoking ban. Conclusions After introduction of a nationwide workplace smoking ban in 2004, a significant decrease in the incidence of out-of-hospital SCA was seen in South Limburg. Poor enforcement of the 2008 hospitality sector ban may account for the fact that no further decrease in the incidence of SCA was seen at this time.
