AbstractTo what extent did secrecy emerge as the uncontested norm for international negotiations after the Renaissance? This article introduces six key negotiation practitioners from 17th century Europe, including some of the earliest writers on negotiation: Hotman, Mazarini, Wicquefort, Rousseau de Chamoy, Callières, and Pecquet. An analysis of their writings demonstrates that if an ambassador had to appear in the bright light of the royal court, he became constantly preoccupied by secrecy. He needed to find ways to protect his own secrets from third parties and uncover the secrets of others. These concerns from earlier times helped to establish secrecy as the paradigm for modern negotiation.

PurposeThis paper seeks to analyse the tools and initiatives developed in the public sector in Quebec to anticipate futures challenges.Design/methodology/approachThe paper surveys and analyses forward‐looking activities within governments, the public sector and institutes in Quebec.FindingsThe paper finds that Quebec is taking care of its future, especially through sustainable development policies. Strategic planning is in widespread use, boosted by administration reforms in the 1990s; strategic intelligence is gaining ground through a network gathering the main public institutions; and a promising foresight is going on.Originality/valueThe study provides an insight into the state of futures research in Quebec and its characteristics.

La manière dont les mandats de négociation sont octroyés à la Commission pour mener les négociations de l'Union européenne en matière commerciale fait d'elle un négociateur particulier. La publicité donnée aux instructions de négociation tend à en diminuer la valeur et à reporter le vrai mandat sur des instructions orales complexes à interpréter. Le contenu des mandats dévoilés fin 2014 et début 2015 montre une Commission concentrée sur des objectifs offensifs larges, au détriment de ses « lignes rouges ».
