This article explains the mechanics of military intervention & peacekeeping from the decision-making process to deployment into an intrastate conflict or postconflict environment. The examples are based predominantly on the experience of the consistently most willing interventionist state, the UK. The main scenario engaged here is Operation Palliser, the operation into Sierra Leone in May 2000. From a military standpoint this operation was as good as it gets. A comparison is drawn between the Sierra Leone experience & the decision-making process & deployment into Afghanistan from Dec 2001-Apr 2002 that was arguably as bad as it gets. In Africa, Germany had always held a covetous eye for the northern portion of the Portuguese colony of Mozambique, & WWI provided the long-sought opportunity for it to take what it wished. Prior to the war, German intimidation of Portugal yielded border concessions in southern Angola, the annexation of the mouth of the Rovuma River in Mozambique, & the establishment of a German enclave there at Quionga. As the war unfolded, German colonial aims in East Africa shifted to the defense & that of becoming a distraction for Allied resources in an attempt to provide relief to the European front. The German strategy changed from a diplomatic to a military one that was successfully translated to the operational & tactical levels & in this forgotten theatre caused Portuguese & British resources to be expended at inordinately high levels for limited gains in chasing down an elusive foe.
