This book highlights how, since the recent financial crises, the expression 'liberal reform' has come to convey an evocative image of austerity and economic malaise, especially for the working classes and a part of the middle class. It will interest readers on capitalism, political economy, history of the global economy and British history.

The unification of Italian public debts in 1861 has been analysed until now without any detailed investigation into the changes that occurred in pre-existent public finance models, particularly as regards the contextualisation of public debt within the evolving framework of Italian capitalism. The Kingdom of Sardinia imposed on the other Italian regions not merely a state, bureaucratic and administrative system, but also an economic and financial one: a modern liberal-capitalist model of northern European origin and inspiration. The transition and incorporation of the Neapolitan public debt into the Great Book of the Italian Public Debt bear witness to this change. The aim of the present article is to investigate the transformation of the Italian public debt's structure. I explore specifically the effects of the shift from registered bonds to bearer bonds in Naples, as exemplifying a more radical metamorphosis and the transition from a public finance model typical of the ancien régime to the modern liberal-capitalist one, which is characterised by the Kingdom of Sardinia.

Capitalist-style reforms were an important factor in the economic and social evolution of the Late Ottoman Empire. This research investigates how foreign governments and financiers, and especially Britain, influenced these various financial reforms implemented in the Ottoman Empire during the 19th century. The chief purpose of such reforms was to integrate the Empire into the capitalist world-economy by imposing, both directly and indirectly, the adoption of rules, institutions, attitudes and procedures amenable to exploitation on the part of foreign and also local capitalists. Drawing on primary sources, mainly from the United Kingdom's National Archives, the article argues that foreign pressure for financial reforms was instrumental in the Empire's economic subjection to the rules and norms that regulated the capitalist world-economy, most notably in the field of public finance, banking and the monetary sector. It takes a long-term view and largely adheres to the scholarly evolution of Antonio Gramsci's theory of hegemony and world-systems theory and methodology developed by Fernand Braudel, Immanuel Wallerstein and Giovanni Arrighi, adopting a multidisciplinary and macro-scale perspective. Special attention is paid to the correlation between secondary and primary sources in support of empirical evidence. More broadly, this research contributes to the literature on the capitalist world-economy and brings a set of theoretical frameworks to bear on defining the role of financial reforms induced mainly by Britain in peripheral and semi-peripheral countries.

In questo studio si ritiene rilevante evidenziare il sottile e duplice ruolo, politico ed economico, giocato dall'Italia all'interno del Consiglio di Amministrazione del Debito Pubblico ottomano quale strumento non solo di politica di potenza da parte del governo di Roma, ma anche, congiuntamente con una fase di forte sviluppo industriale, come strumento per i tentativi di espansione italiana nella regione tra il 1881 ed il 1914. Il ruolo di non secondaria importanza nonché la posizione di centralità ricoperta dall'Italia all'interno del consiglio del debito è stata fino ad oggi ampiamente sottovalutata. Le stesse scelte operate da Roma nell'ambito delle funzioni strutturali e decisionali del consiglio internazionale, spesso ben distanti da posizioni di passività e di assoggettamento al volere delle grandi potenze europee, sono state espressione di ferma capacità e chiari intenti propulsivi e propositivi. Alcuni rappresentanti italiani, spesso in disaccordo con lo stesso governo, non mancarono di dare la loro impronta ad un'istituzione finanziaria non infrequentemente veicolo di azioni speculative ed ingerenze pericolose nella vita economica dell'impero ottomano. La crescente ambizione italiana nel consiglio del debito e i maggiori successi economici in patria portarono allo stabilirsi di due importanti istituti bancari italiani nella capitale dell'impero. Se il caso del Banco di Roma e della Società Commerciale d'Oriente verranno analizzati sia separatamente che all'interno di un contesto fosco di concorrenza fatto di invidie e colpi bassi, si vuole al contempo sottolineare il filo rosso esistente tra tali istituti bancari e la presenza italiana nel consiglio del debito quale anello di congiunzione e trampolino di lancio per iniziative finanziarie sia pubbliche che private. Peculiarità del nostro lavoro vuole essere la capacità di analizzare alcuni aspetti inerenti le attività italiane nell'impero ottomano attraverso un'analisi che inquadri tali imprese in un contesto sociale, economico e politico di una realtà ottomana che resta il centro della nostra ricerca, il punto focale del nostro lavoro.
