International order, « transparency »
and public aid assistance to industry, by Hugh Corbet
With the insidious spread of protectionism, the incidence and effects of which are not readily identified, « transparency » has become a fashionable word in the lexicon of commercial diplomacy. The article begins by focussing on the context in which the question of « policy transparency » has been raised in intergovernmental deliberations, then dwells on the consequences of governments trying to slow down the process of adjustment to changing économie circumstances, before emphasising the importance of securing public un-derstanding of the need to adjust to change.
