Esta extensa obra consta de cuatro volúmenes y 2.770 páginas. Está prologado por el prestigioso constitucionalista, académico y profesor extraordinario de nuestra Universidad Nacional de La Plata, el Dr. Jorge Reinaldo Vanossi. Allí destaca que en el libro se "involucran la estática y la dinámica", aludiendo a las etapas de la interpretación constitucional de nuestra Corte Suprema: "estática", hasta la década de 1930; "dinámica", desde entonces. El prologuista afirma que en realidad es un "Tratado", como hemos adelantado. En un panorama general, dice que posee "practicidad y actualidad", esos han sido algunos de los propósitos del libro: la materia es muy extensa, y el autor ha incluido lo más importante, no sólo de las normas constitucionales, sino también de los tratados internacionales con jerarquía constitucional, y de la correspondiente jurisprudencia y legislación aplicable. ; This extensive work consists of four volumes and 2,770 pages.
