Backyard poultry producers have been associated with outbreaks of exotic (e.g. avian influenza) and endemic (e.g. Salmonella) disease all over the world. Currently in the UK the registration of small flocks (less than 50 birds) with local authorities is voluntary therefore there is not an accurate record of how many keepers and birds there are or where they are located. This lack of information (e.g. how many birds they keep, what type of birds, biosecurity measures they implement, etc.) may compromise contingency planning in an outbreak. A questionnaire was designed and implemented to gather information that will allow some of the knowledge gaps to be filled. The questionnaire comprised a total of 63 questions divided into seven sections (characterisation of the keeper, location of the enterprise and interest in poultry, poultry husbandry, transport of poultry, details about the poultry enterprise, marketing of poultry products, and poultry health/biosecurity). The questionnaire was implemented through an online survey, which was promoted through web links in smallholders' websites, Facebook pages, the SRUC network, a course about poultry welfare, and leaflets at smallholders' festivals. The survey was open from 24th October 2016 to 10th April 2017 and 176 questionnaires were completed by target respondents. Overall, our results suggest that the level of disease identified by backyard poultry keepers is low but the majority of the backyard poultry keepers also keep other livestock species, with an associated increased risk for disease transmission between species. Almost all respondents reported implementing at least one biosecurity measure, although in the majority of cases the measures taken were not comprehensive. A lack of knowledge about the legislation concerning poultry-keeping activities was evidenced by the answers given to some questions, such as the feeding of kitchen scraps and how to dispose of dead stocks. This investigation fills gaps in knowledge which will allow industry stakeholders and policy makers to adapt their current disease programmes and contingency plans to the reality of the health and biosecurity status of backyard poultry. It also highlights that government could play a more active role in engaging with backyard poultry keepers and in finding ways to disseminate reliable information generally and about disease outbreaks specifically, to these keepers.

Small-scale keepers are less likely to engage with production organisations and may therefore be less aware of legislation, rules and biosecurity practices which are implemented in the livestock sector. Their role in the transmission of endemic and exotic diseases is not well studied, but is believed to be important. The authors use small-scale pig keepers in Scotland as an example of how important small-scale livestock keepers might be for national biosecurity. In Scotland more than two thirds of pig producers report that they keep less than 10 pigs, meaning that biosecurity practices and pig health status on a substantial number of holdings are largely unknown; it is considered important to fill this knowledge gap. A questionnaire was designed and implemented in order to gather some of this information. The questionnaire comprised a total of 37 questions divided into seven sections (location of the enterprise, interest in pigs, details about the pig enterprise, marketing of pigs, transport of pigs, pig husbandry, and pig health/biosecurity). Over 610 questionnaires were sent through the post and the questionnaire was also available online. The questionnaire was implemented from June to October 2013 and 135 questionnaires were returned by target respondents. The responses for each question are discussed in detail in this paper. Overall, our results suggest that the level of disease identified by small-scale pig keepers is low but the majority of the small-scale pig keepers are mixed farms, with associated increased risk for disease transmission between species. Almost all respondents implemented at least one biosecurity measure, although the measures taken were not comprehensive in the majority of cases. Overall as interaction between small-scale keepers and commercial producers exists in Scotland the former can pose a risk for commercial production. This investigation fills gaps in knowledge which will allow industry stakeholders and policy makers to adapt their current disease programmes and contingency plans to the reality of small-scale pig-keeping enterprises' health and biosecurity status. We predict that some conclusions from this work will be relevant to countries with similar pig production systems and importantly some of these findings will relate to small-scale producers in other livestock sectors.

Salmonella is one of the major causes of food borne disease in the European Union (EU). Some of the human cases are related to pork products. An EU baseline survey to assess the Salmonella pork prevalence was performed. Mesenteric lymph nodes were cultured and Salmonella sp. isolates were serotyped. Data concerning the animal and the slaughterhouse was also collected. The aim of the present study was to search for potential risk factors to the presence of Salmonella sp. in pigs lymph nodes in Portugal and to search for differences in the risk profile between groups of serotypes. The data was analysed using a Bayesian approach to incorporate the hierarchical structure of the data (samples nested in slaughterhouses). Two models were analysed: a binomial (presence/absence of Salmonella sp.) and categorical model (absence of Salmonella sp., serotype Typhimurium or serotype 1,4,[5],12:i:-, other serotypes). A total number of 659 samples were tested, belonging to 36 slaughterhouses. Around 23.7% of the samples were positive for Salmonella sp. In the binomial model a significant association was found for region of the slaughterhouse - Lisbon and Tagus Valley Region with lower risk compared to the Centre Region (OR=0.36). In the categorical model a significant association for category Typhimurium or 1,4,[5],12:i:- was found for the variable hour when the sample was taken - afternoon with lower risk compared to morning (OR=0.20). The association found for the slaughterhouse region should be a matter of furthers studies to evaluate the hygiene practices in the slaughterhouses of that region.

Salmonella is the second most frequent cause of foodborne illness in the European Union (EU), so EU enforced legislation to achieve a reduction in Salmonella prevalence in the swine sector. To set the reduction target each country carried out a baseline survey to estimate Salmonella prevalence. The aim of our study was to identify risk factors for the presence of Salmonella in breeding pigs based on the data of the Baseline Study for Salmonella in Breeding Pigs in Portugal. In total, 1670 pen fecal samples from 167 herds were tested by culture and 170 samples tested positive. Along with the collection of the samples a survey was applied to collect information about the herd management and potential risk factors. Multilevel analysis was applied to the data using generalized linear mixed models and a logit link function. The outcome variable was the presence/absence of Salmonella in the pen fecal samples. The first level was assigned to the pen fecal samples and the second level to the herds. The results showed significant associations between Salmonella occurrence and the factors (p < 0.05): maternity pens versus mating pens (OR = 0.39, 95%CI: 0.24–0.63), feed from external or mixed source versus home source (OR = 2.81, 95%CI: 1.19–6.61), more than 10 animals per pen versus 10 animals per pen (OR = 2.02, 95%CI: 1.19–3.43), North Region versus Alentejo Region (OR = 3.86, 95%CI: 1.08–13.75), rodents control (OR = 0.23, 95%CI: 0.090–0.59), more than 90% of boars homebred or no boars versus more than 90% of boars from an external source (OR = 0.54, 95%CI: 0.3–0.97), semen from another herd versus semen from insemination centers (OR = 4.47, 95%CI: 1.38–14.43) and herds with a size of 170 or more sows (OR = 1.82, 95%CI: 1.04–3.19). This study offers very relevant information for both the Portuguese veterinary authorities and the pig farmers currently developing control programmes for Salmonella. This is the first study providing evidence for semen and boars source as risk factors for Salmonella in breeding pigs.

The capability to set baselines and monitor trends of health and welfare conditions is an important requirement for livestock industries in order to maintain economic competiveness and sustainability. Monitoring schemes evaluate the relative importance of conditions so that: appropriate actions can be determined, prioritised and implemented; new and (re)emerging conditions can be promptly detected and the effectiveness of any actions can be measured. In 2011, the national pig levy board published a strategy document highlighting health and welfare conditions of importance to the pig industry that were to be targeted for control. In this study, existing schemes that could be used to monitor or set baselines for these conditions in pigs were reviewed, in order to evaluate their suitability for this purpose, using a standardised surveillance evaluation framework (SERVAL). The schemes included: government-funded surveillance of endemic and exotic disease and pig welfare; industry surveillance of endemic diseases; regional schemes for improving pig health; national accreditation schemes; and information collected by retailers, private veterinary practices and private laboratories. The evaluation of each scheme highlights its capability to monitor any of the targeted conditions. This study identifies the biases, strengths and gaps in each scheme and provides discussion of opportunities for future development.

Plans for reducing usage of antimicrobial agents at the national level are typically based on target setting: that is, identifying current levels of usage, and specifiying a target for reduction. Target setting requires appropriate measures of usage which are perceived as being representative of amounts of these agents that are actually used, and perceived to be fair in the sense that they do not unduly bias the overall summary measure in favour of some types of usage or some types of herd demographics. In this study, we identified the antimicrobial agents used in some UK cattle herds, compared different measures to determine how they relate to one another, and evaluated the application of the Population Corrected Unit as a summary of herd-size. We extracted data on pharmaceutical sales for 75 cattle herds over the period 2011-2015 in a UK veterinary practice and linked these to farm demographic data pertaining to the herd-sizes from the Government's agricultural census. The data were screened for products that contained antimicrobials. The results were aggregated at the herd-year level. We then compared three measures of usage: total mg active ingredient, DDDVet & DCDVet. Results demonstrate that there was a very strong linear relationship between these three measures of usage. The mean weight of active ingredient sold per kg of all bovine livestock was 12.8 mg/kg per herd p.a. for beef herds and 16.3 mg/kg per herd p.a. for dairy herds. We estimate that, by weight, only 1.88% of the antimicrobials sold was classified as "Highest Priority Critically Important"(World Health Organization 2017). The use of the Population Correction Unit (PCU) is a method of arriving at a single aggregate measure of herd size that is considered relevant to antimicrobial use. The calculation of PCU is based on the number of animals considered to be relevant, multiplied by a standardised weight for those types of animals. In this study, estimates of usage divided by PCU were highly sensitive to unusually low values for PCU for specific herd-years as a result of the demographic composition in those herd-years. Therefore we propose that estimating usage per PCU is not very appropriate when comparing groups of cattle with very different demographic composition. Conclusion We describe our concerns regarding any comparison of antimicrobial usage between groups of cattle where the demographic composition of the groups are very different because of the sensitivity of such measures to the differences in demographics.

For endemic infections in cattle that are not regulated at the European Union level, such as bovine viral diarrhea virus (BVDV), European Member States have implemented control or eradication programs (CEP) tailored to their specific situations. Different methods are used to assign infection-free status in CEP; therefore, the confidence of freedom associated with the "free" status generated by different CEP are difficult to compare, creating problems for the safe trade of cattle between territories. Safe trade would be facilitated with an output-based framework that enables a transparent and standardized comparison of confidence of freedom for CEP across herds, regions, or countries. The current paper represents the first step toward development of such a framework by seeking to describe and qualitatively compare elements of CEP that contribute to confidence of freedom. For this work, BVDV was used as a case study. We qualitatively compared heterogeneous BVDV CEP in 6 European countries: Germany, France, Ireland, the Netherlands, Sweden, and Scotland. Information about BVDV CEP that were in place in 2017 and factors influencing the risk of introduction and transmission of BVDV (the context) were collected using an existing tool, with modifications to collect information about aspects of control and context. For the 6 participating countries, we ranked all individual elements of the CEP and their contexts that could influence the probability that cattle from a herd categorized as BVDV-free are truly free from infection. Many differences in the context and design of BVDV CEP were found. As examples, CEP were either mandatory or voluntary, resulting in variation in risks from neighboring herds, and risk factors such as cattle density and the number of imported cattle varied greatly between territories. Differences were also found in both testing protocols and definitions of freedom from disease.
