This article analyzes the securitization of the political space under the Adalet ve Kalkınma Partisi (Justice and Development Party, AKP) governments in Turkey with a critical feminist lens. We argue that a feminist reading unpacks the connection between AKP's discursive strategies in the spheres of social and national security. We focus on the AKP's proposals that address social policy and defense policy spheres—namely, the "Women's Employment Package;" "Family Package;" and "Internal Security Package." In our analysis, we start from the argument that the AKP's terms in office represent the last phase of neoliberal transformation in the country. Packages in this phase also speak to the patchwork style of neoliberal policy making. They function as means for checking, and then, manipulating public opinion. Analysis of the packages provides insight into the AKP's increasing resort to violence vis-á-vis opposition as well as the deepening of the economic crisis in the country in the last two decades.

This article addresses the gender policies of the AKP (Adalet ve Kalk(dotless i)nma Partisi-Justice and Development Party) government in Turkey. It is argued that AKP's period in government has been marked by the emergence of a new mode of patriarchy. The article aims at a tentative conceptualisation of this new mode of patriarchy in terms of neoliberal, nationalist and religious discourses in comparison with the already existing republican and liberal modes of patriarchy. Argues that the Law on Social Security & General Health Insurance enacted under the leadership of the Justice & Development Party (JDP) represents a significant step in the process of commodification of social security & public health in Turkey. It is asserted that the JDP has synthesized Islam & Turkish nationalism into a neoliberal framework. The JDP saw the Turkish social security system suffering from high costs & fragmentation & that the system rendered the labor market less flexible. The JDP's legislative actions leading up to the new social security law are traced before critically examining the substance of the Law on Social Security & General Health Insurance. It is contended that the law deepens Turkish patriarchy, whereby women remain the most disadvantaged group, & capital's domination under the guise of equality & liberty, defined in market terms. It is argued that, ultimately, the JDP's effort to correct the financial balance of the social security system has been to shift the burden to the insured while not resolving the key flaws in the former system. This article analyzes the implications for center-right politics & democracy in Turkey of the rise to power of the Justice & Development Party (Adalet ve Kalkinma Partisi, [AKP]) in the Nov 2002 general election. It is argued that the AKP has both similarities with & differences from the center-right political parties that have dominated Turkish politics in the aftermath of the 1980 coup d'etat. It is possible to find continuity in the conciliatory & synthesizing stance of the AKP, as well as in its rather conservative stance. The article analyses the current state of the women's movement in Turkey with recourse to its potential to offer an alternative political vision. The article is built on semi-structured interviews with the representatives of six women's rights organizations. The interviews addressed the conceptualization of politics, democracy, civil society and the state in the movement. We argue that the movement is currently at a crossroads. The article aims at deciphering the pros and cons of the achievements of the women's movement, so far, for the development of a shared feminist political understanding within the movement.
