Este trabajo compara los resultados económicos de las empresas participadas mayoritariamente por sus trabajadores respecto aquéllas que no lo están. Para la consecución de dicho objetivo se ha aprovechado el hecho de que en España ambos tipos de empresas funcionan de acuerdo con estructuras reguladas legalmente. Las empresas participadas mayoritariamente por sus trabajadores, con funcionamiento capitalista no convencional y responsabilidad limitada de los socios, operan como Sociedades Limitadas Laborales (SLL) reguladas por la Ley de 1997, mientras que, las empresas que no tienen que estar participadas mayoritariamente por sus trabajadores con funcionamiento capitalista y responsabilidad limitada de sus socios, operan como Sociedades de Responsabilidad Limitada (SRL) reguladas por la Ley de 1995. El marco de referencia del presente análisis es el interés creciente por parte de la Unión Europea por fomentar el acceso de los trabajadores a la propiedad de las empresas en las que desarrollan su actividad, y la relevancia que en el ámbito internacional puede adquirir el modelo de gobierno participativo y socialmente responsable que caracteriza a las Sociedades Laborales en España. ; This work compares the economic results of the companies informed for the most part by his workpeople regard those that are not. For the mentioned target it has been keep in mind the fact that in Spain both types of companies work in accordance with structures regulated legally. The companies informed for the most part by his workpeople, with capitalist not conventional functioning and limited responsibility of the associates, operate as Limited Labour Societies (SLL) regulated by the Law of 1997, whereas, the companies that are not informed for the most part by his workpeople with capitalist functioning and limited responsibility of his associates, operate as Societies of Limited Responsibility (SRL) regulated by the Law of 1995. The frame of reference of the present analysis is the increasing interest on the part of the European Union to encourage the access of the workpeople to the property of the companies in those who develop his activity, and the relevancy that in the international ambience can acquire the model of government, socially responsibly that characterizes the Labour Societies in Spain.
Las telecomunicaciones se han configurado, desde su aparición en la escena económica y social, como un sector estratégico debido a la fuerte influencia que tienen sobre el desarrollo económico de las sociedades y sobre el bienestar de los individuos y las familias. En la actualidad, el componente estratégico de las telecomunicaciones resulta aún más evidente. El papel fundamental que está adquiriendo la información como factor decisivo en los procesos productivos tiene una enorme trascendencia para la organización económica en general. El sector de las telecomunicaciones es uno de los sectores económicos de más importancia y con mayores perspectivas de crecimiento, dada la dependencia que el resto de sectores económicos tiene de este, además del previsible desarrollo futuro de los servicios multimedia, los cuales ya se están revelando hoy día como claves, no solo en el ámbito económico, sino en nuestra vida diaria. Estamos en el siglo XXI y los servicios de telecomunicaciones: voz, datos, imagen, etc., son ya una parte inseparable de todos nosotros. Uno de los fenómenos más significativos y dinámicos que se está dando en el sector de las telecomunicaciones es la internacionalización de las operadoras, el cual se enmarca dentro del fenómeno más amplio de la globalización que afecta e involucra a todas las sociedades de nuestro mundo y que se manifiesta en todos sus ámbitos: el social, el económico, el político y el cultural. La importancia de la internacionalización reside en que se trata de una estrategia a tener en cuenta para hacer frente al nuevo entorno tecnológico, regulatorio y económico en que han de moverse las operadoras de telecomunicaciones. Por otra parte, la internacionalización puede mejorar la asignación de recursos en las sociedades más avanzadas y ayudar a la transferencia de capacidades tecnológicas y gerenciales hacia áreas más desfavorecidas, minimizando en lo posible algunos de los aspectos negativos de la globalización. Si a todo ello añadimos que en nuestro país radica una de las empresas referentes en el mundo dentro del sector de las telecomunicaciones, líder indiscutible en el mercado de habla hispana y con la pretensión de constituirse en el líder mundial de las telecomunicaciones para el año 2012, no es de extrañar que se haya escogido como tema de este trabajo el estudio de la evolución de Telefónica, desde su nacimiento en 1924 como Compañía Telefónica Nacional de España (CTNE), una empresa local compuesta por una serie de empresas de servicios de telecomunicación locales y provinciales, hasta llegar a ser una empresa global. ; The telecommunications have been formed, from their appearance in the economic and social scene, as a strategic sector due to the strong influence that they have on the economic development of the societies and on the well-being of the individuals and the families. At present, the strategic component of the telecommunications turns out to be furthermore evident. The fundamental role that is acquiring the information as decisive factor in the productive processes has an enormous transcendence for the economic organization in general. The sector of the telecommunications is one of the economic sectors of more importance and with major perspectives of growth, given the dependence that the rest of economic sectors has of this one, besides the predictable future development of the services multimedia, which already are revealed today as keys, not only in the economic area, but in our daily life. We are in the 21st century and the services of telecommunications: voice, information, image, etc., they are already an inseparable part of all of us. One of the most significant and dynamic phenomena that is given in the sector of the telecommunications is the internationalization of the operators, which places inside the most wide phenomenon of the globalization that affects and involves all the societies of our world and that demonstrates in all his areas: the social one, the economic one, the politician and the cultural one. The importance of the internationalization lies in that it is a question of a strategy to bearing in mind to face to the new technological, regulative and economic environment in which the operators of telecommunications have to move. On the other hand, the internationalization can improve the assignment of resources in the most advanced societies and help to the transfer of technological and managerial capacities towards more disadvantaged areas, minimizing in the possible thing some of the negative aspects of the globalization. If to all this we add that in our country it takes root in one of the relating companies in the world inside the sector of the telecommunications, indisputable leader on the Spanish-speaking market and with the pretension to be constituted in the world leader of the telecommunications for the year 2012, it is not of surprising that there has been chosen as topic of this work the study of the evolution of Telefónica, from her birth in 1924 as Compañia Telefónica Nacional de España (CTNE), a local company composed by a series of companies of local and provincial services of telecommunication, up to managing to be a global company.
This paper discusses the concept of Public Diplomacy and the effectiveness of a specific Public Diplomacy tool: Scholar Exchanges as a tool of Public Diplomacy. The foreign Fulbright Program of the United States Government is introduced as a case study and for further interpreting the perceptions of the program, a survey is ran among 59 current grantees. Scholar exchanges programs are suggested to be implemented in order to overcome the barriers in communication processes in the international arena.
La oferta de crédito bancario se ha vuelto más restrictiva como consecuencia del deterioro económico y por el impacto de las turbulencias financieras, afectando tanto a la cuantía de fondos disponibles como a un incremento de los requisitos de garantías. Siendo la financiación bancaria o, en general, la proporcionada por entidades de crédito a través de préstamos y créditos, la fuente de financiación de mayor utilización por parte de las PYME, el endurecimiento de las condiciones de financiación del sector privado conlleva la paralización de toda la actividad inversora al margen de grandes dificultades para poder proseguir con las que ya estaban en marcha. En España, la batería de medidas de distinto alcance que se han puesto en marcha incluye algunas "encaminadas a evitar la interrupción de los flujos crediticios". En este contexto, y de forma complementaria a las medidas financieras que se adopten a nivel macroeconómico respecto al sistema bancario, las administraciones públicas deben utilizar y potenciar determinadas figuras financieras para conseguir que las empresas obtengan lo antes posible la financiación necesaria para seguir funcionando a corto plazo y afrontar nuevos proyectos de inversión claramente viables. En este artículo realizamos una revisión crítica de las diferentes alternativas existentes para lograr dicho objetivo, pronunciándonos a favor de algunas y desaconsejando la utilización de alguna otra. Diferentes instrumentos, como el Mercado Alternativo Bursátil, MAB, el Capital Riesgo, los Préstamos Participativos, la financiación del Instituto de Crédito Oficial, ICO, las Subvenciones o la intermediación de las Sociedades de Garantía Recíproca, serán confrontados; en primer lugar, sobre aspectos cualitativos donde veremos a las empresas a las que llegan con su actuación y en la forma que lo hacen; en segundo lugar, discutiremos sobre los principales costes asociados a cada uno de esos instrumentos. Con todo ello, podremos observar si alguna de las opciones se muestra especialmente eficiente. Entre ellas, canalizar recursos a través de las Sociedades de Garantía Recíproca resultará la opción más interesante de todas las analizadas. No sólo por la eficiencia con la que desempeñan su función sino también porque es la única alternativa de las que hemos analizado que consigue que los fondos del sistema bancario fluyan hacia la economía real. ; The supply of bank credit has become more restrictive as a result of economic deterioration and the impact of financial turbulence, affecting the amount of funds available and increasing the collateral requirements. Since bank financing is the largest source of funding for use by SMEs, the tightening of financing conditions in the private sector implies the investment activity to be stopped and more difficulties to continue the projects already started. In Spain, some of the measures implemented by the government, of different scope, include some related "to prevent the disruption of credit flows." In this context, and in addition to financial measures to be taken at macro level with respect to the banking system, government should use and promote certain financial tools to provide companies with the necessary financing to continue their short term operating and allowing them to face new viable investments. We perform in this article a critical review of the possible alternatives to achieve this goal, we will declare ourselves for some of them and we will discourage the use of any others. Different tools, such as the Alternative Stock Market, MAB, venture capital, the shareholder loans, funding from the Instituto de Crédito Oficial, ICO, subsidies or brokering of mutual guarantee societies, will be confronted primarily on qualitative aspects like the companies they reach with their performance and the way they do. Secondly, we will discuss the main associated costs to each alternative and so we will be able to see if any of them is particularly efficient. Channelling resources through mutual guarantee societies would be the most interesting alternative among of all those we have analyzed, not only by the efficiently way they play their role but also because it is the only option to get the banking system funds flow to the real economy.
En las últimas décadas, las personas discapacitadas han llegado a ocupar un lugar destacado en el ámbito turístico. La relevancia del segmento de mercado que integran las personas que padecen algún tipo de discapacidad, no sólo viene justificada por el número de efectivos que lo integran sino, además, por la creciente participación del mismo en el sector turístico. Según estimaciones de la Organización de las Naciones Unidas (ONU, 2006) y la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO, 2006) el número de personas discapacitadas1 en todo el mundo asciende a 600 millones, lo que supone el 10% de la población (EDDES-99). 50 millones de discapacitados corresponderían a Europa, de los cuales 40 millones estarían en países de la Unión Europea (Marcos Pérez y González Velasco, 2003, Prólogo). En España, el segmento de mercado de los discapacitados permanentes supera los 3´5 millones de personas (Encuesta sobre Discapacidades, Deficiencias y Estado de Salud (EDDES) (INE, 1999). Por otro lado, los avances tecnológicos así como el aumento de las ayudas técnicas han propiciado un incremento de la participación de las personas discapacitadas en el ámbito turístico. A pesar de ello, son muchas las personas discapacitadas que no viajan por temor a las barreras existentes en muchos destinos turísticos. Las razones que han llevado a esta situación de inaccesibilidad en el turismo parecen venir justificadas, en parte, por la escasa atención que se les ha prestado, hasta fechas recientes, a las personas discapacitadas y, especialmente, a su derecho al ocio y al disfrute del tiempo libre. Afortunadamente, en las dos últimas décadas han surgido iniciativas, tanto públicas como privadas, en favor del derecho de estas personas a la igualdad de trato en el ocio y el turismo, lo que ha provocado una mayor concienciación en diversos ámbitos empresariales, políticos y sociales. Concretamente, en la última década se han aprobado múltiples disposiciones y reglamentaciones destinadas a lograr un entorno accesible para las personas discapacitadas, evitando así que las mismas sean objeto de un trato desigual. No obstante, aún queda mucho camino por recorrer en materia de accesibilidad para lograr que los turistas discapacitados puedan disfrutar de un destino turístico en las mismas condiciones que los turistas no discapacitados. Nuestra investigación, centrada en el "hotel" como medio de alojamiento, por ser el más utilizado por los turistas discapacitados (Huesca y Ortega, 2004:48 y ss), tiene como objetivo fundamental conocer la perspectiva de las personas que dirigen los establecimientos hoteleros en los siguientes aspectos: el nivel de conocimiento sobre la normativa aplicable en materia de accesibilidad hotelera por parte de las personas que los dirigen, las ventajas asociadas a la mejora de la accesibilidad, es decir, a la eliminación de barreras, en los establecimientos hoteleros y la consideración o no de la accesibilidad como factor de diferenciación. El ámbito geográfico en el que se ha llevado a cabo la investigación es la provincia de Cádiz. ; In recent decades, disabled people have come to occupy a prominent place in the field of tourism. The relevance of the market segment that integrate people with disabilities is not only justified by the number of troops in it, but also by the growing involvement in the tourism sector. According to estimates by the United Nations (UN, 2006) and the United Nations Educational, Scientific and Cultural Organization (UNESCO, 2006) the number of disabled people worldwide amounts to 600 million, representing 10% of the population (EDDES-99). 50 million disabled people belong to Europe, of which 40 million are in European Union countries (Perez and Marcos González Velasco, 2003, Preface). In Spain, the market segment of the permanent disabilities exceeds 3.5 million (Survey on Disabilities, Deficiencies and Health Status (EDDES) (INE, 1999). Furthermore, advances in technology and increasing aid techniques have led to an increase in the participation of disabled people in the tourism sector. Despite this, many disabled people who do not travel for fear of the barriers existing in many destinations. The reasons that have led to this situation of inaccessibility in tourism seem to come justified, in part, by the scant attention given to them until recently, persons with disabilities, especially their right to leisure and enjoyment free time. Fortunately, in the last two decades, initiatives have emerged, both public and private, for the right of these people to equal treatment in leisure and tourism, which has resulted in increased awareness in various fields of business, political and social. Specifically, in the last decade have adopted numerous provisions and regulations designed to achieve an accessible environment for disabled people, thus they are subject to unequal treatment. However, there is still a long way to go in terms of accessibility to ensure that disabled tourists can enjoy a destination equal to the tourists are not disabled. Our research focused on the "hotel" as a means of accommodation, being the most used by disabled tourists (Huesca and Ortega, 2004:48 ff), aims to ascertain the perspective of the people who run the hotels in the following aspects: the level of knowledge about the applicable rules on accessibility of hotels, the benefits of improved accessibility, ie the elimination of barriers in the hotels and the consideration of accessibility as a factor differentiation. The geographical area in which it has conducted research is the province of Cádiz.
Uno de los segmentos de mercado que mayor protagonismo ha cobrado, en los últimos años, en el sector turístico es el que integran las personas discapacitadas. La relevancia de este segmento de mercado no sólo viene justificada por el número de efectivos que lo integran sino, sobre todo, por su participación cada vez mayor en el mercado turístico. La Organización Mundial de la Salud (O.M.S., 2009) afirma que hay más de 500 millones de personas en todo el mundo con deficiencias o discapacidades. En España, el número de personas discapacitadas supera los 3´8 millones de personas, lo que constituye el 9% de la población (Encuesta de Discapacidad, Autonomía Personal y Situaciones de Dependencia (EDAD) (INE, 2008). Otro de los aspectos relevantes del segmento de los discapacitados, junto con el número de efectivos que lo integran, es su participación cada vez mayor en el mercado turístico, ya que a su gran disponibilidad de tiempo libre y sus grandes deseos de viajar, se han unido, en los últimos, la existencia de un mayor número de ayudas técnicas y económicas. No obstante, son muchas las personas discapacitadas que no viajan, no por falta de tiempo o deseos de viajar sino por temor a no encontrar destinos turísticos accesibles, es decir, sin barreras. Las razones que han llevado a la situación de inaccesibilidad en el turismo parecen venir justificadas, en parte, por la escasa atención que se les ha prestado, hasta fechas recientes, al derecho al ocio y al disfrute del tiempo libre de las personas discapacitadas. Y, aunque, en las dos últimas décadas han surgido iniciativas, tanto públicas como privadas, en favor del derecho de estas personas a la igualdad de trato en el ocio y el turismo, que han provocado una mayor concienciación en diversos ámbitos empresariales, políticos y sociales, todavía queda mucho por hacer para lograr que las personas discapacitadas puedan acceder a los destinos turísticos en las mismas condiciones que las personas no discapacitadas. Por ello, se ha creado en el ámbito turístico una verdadera materia de estudio, denominada Turismo Accesible. En esta investigación haremos una revisión conceptual del turismo accesible, así como del turismo para todos, analizando los beneficios y beneficiarios del mismo. ; One market segment that has gained greater prominence in recent years in the tourism sector is one that integrates people with disabilities. However, many disabled people are not traveling, not for lack of time or desire to travel but for fear of not finding accessible travel destinations, ie, without barriers. Rediscover Rosarito is a cross-cultural public affairs graduate class initiative started in February 2008. That year, 28 graduate Communication Management (CM) students from diverse backgrounds and nationalities, taught by Dr. Gregory Payne of the Communication Studies Department, reached out to elected governmental leaders, public officials, citizens and expatriates of Rosarito Beach in Baja Mexico. Together, they launched a public affairs campaign that stressed the importance of grassroots public diplomacy as a major strategy. The goal of the program then and now is to develop and implement an ongoing campaign to help restore the image of this heavily tourism dependent beach community, which had been devastated by a drastic drop in visitor levels as a result of Mexican President Jose Caledron's 'war on drugs,' a violent reaction from the drug cartels against this action, as well as biased media coverage regarding the crisis from sources on both sides of the border, which reflect the all too often proclivity of the media to sensationalize such stores in the effort to secure readership
La mayor parte de las investigaciones y estudios existentes en el ámbito de la Responsabilidad Social Empresarial (RSE) se han dirigido a grandes empresas y la RSE entre las PYMES requiere una visión distinta a la que normalmente se utiliza en el caso de las grandes empresas. Hay que considerar que las PYMES están sujetas a un conjunto de características propias e intrínsecas que las hacen muy diferentes de las empresas grandes. Las PYMES aparecen ligadas con la suerte social y económica de sus comunidades geográficamente más próximas, contando con que la mayor parte de sus clientes y trabajadores provienen de su área geográfica próxima. De esta forma, la reputación de la empresa y su imagen como empleador, productor o actor en el ámbito local influyen ciertamente en su competitividad. Este contexto justifica la importancia de este estudio, que tiene como objetivo general comprender el conocimiento y las acciones de RSE en las PYMES de un determinado territorio. Para alcanzar el objetivo planteado, este trabajo comienza exponiendo los principales trabajos empíricos sobre la RSE en PYMES. Luego como se observa que cada vez más autores acuerdan en considerar que la expansión de la RSE entre las PYMES conduce al desarrollo local (Spence, 1999), se construyó un apartado que aborda la importancia de las PYMES para el desarrollo económico y social en la Unión Europea y España, y otro que presenta un abanico de herramientas e incentivos al desarrollo de la RSE promovido por diversos tipos de instituciones públicas, privadas y sin ánimo de lucro. En las PYMES estudiadas en este trabajo, la propiedad y la gestión de la empresa se concentra en la figura del propietario (asistido a veces por otros miembros familiares), la responsabilidad social refleja, a menudo, los valores personales de quien ostenta la propiedad, por lo que es difícil separar sus responsabilidades sociales, como persona gestora y como ciudadano individual. En los resultados del estudio, sorprendentemente se identificó que la zona del territorio estudiado con menor nivel de escolaridad del empresariado presentó un conocimiento sobre la RSE mayor que en la zona de mayor instrucción. Este hecho puede ser resultado de las acciones relacionas con la RSE, desarrolladas en la primera zona. Estos resultados motivan el desarrollo de nuevas acciones de divulgación y fomento de la RSE en PYMES, pues aunque la práctica de RSE en la PYME sea limitada, sus conceptos se reflejan en el comportamiento y acciones de la población dentro de su territorio. ; The majority of existing researches and studies done in the field of Corporate Social Responsibility (CSR) are focused on large companies, and studying CSR among SMEs require a vision different from that usually used for large companies. For this reason, it should be considered that SMEs are subject to a set of intrinsic characteristics that make them very different from large companies. The SMEs appear to be linked with society and local economies, taking into consideration that the majority of its clients and workers come from the same geographical region. Because of this, the firm's reputation and the image of its employer, producer or actor in the local surroundings certainly influence its competitiveness. Inside this context, the importance of this study is justified, whose objective is to identify the CSR actions and understanding of the SMEs in a determined geographical area. To achieve this objective, the paper starts by describing the main empirical studies done on CSR in SMEs. Then, since it is observed that each time more authors agree in considering the expansion of CSR among the SMEs leads to local development (Spnce, 1999), one section was exclusively dedicated to the importance of SMEs for local economic and social development in the European Union and Spain and another that presents several programs and incentives that develop CSR promoted by various public, private and non-profit institutions. The SMEs that were studied in this research show that the property and management of the business is focused on the owner (who is sometimes helped by family members), the social responsibility often illustrates the personal values of the owner and for this reason it is difficult to separate his/her social responsibilities as a manager and as an individual citizen. The results of the study amazingly identify that there is a greater knowledge of CSR on the zone where the managers have less scholastic level than on the zone where managers have a greater scholastic level. This might be explained by actions related with CSR that have taken place on the first zone, where there is a lower level of education. These results motivate the implementation of new actions of dissemination and promotion of CSR on SMEs, even if in reality the CSR in SMEs is limited, its concepts are reflected on the behavior and actions of the population in the territory.
El presente trabajo pretende estudiar la situación laboral de las personas mayores de cuarenta años, describir la figura del microempresario que creó su empresa cumplida esta edad y conocer si la creación de microempresas puede ser considerada una salida profesional para estas personas que, pudiendo desarrollar por cuenta propia o en cualquier empresa su carrera profesional, son en ocasiones víctimas de discriminación por su edad. La investigación está motivada por el objetivo marcado en la Unión Europea que determina incrementar la tasa de actividad de los más mayores en un 50% antes del año 2010. ; The present work aims to examine the employment status of people older than forty years and describe the role of the entrepreneur who built up his/her business being older than the above mentioned age. Additionally, this manuscript explores whether the start-up of microenterprises can be considered a carrier opportunity for those people, who are usually discriminated against because of their age, despite they may develop a successful carrier both as a self-employee as serving in any company. Finally, it is worth mentioning this research was conducted because of the goal marked by the European Union to increase the labour activity rate of older people in a 50 per cent by 2010.
Este trabajo pretende poner de relieve la influencia positiva que la Responsabilidad Social de la Empresa (en adelante RSE) tiene en la solidez de las empresas que la ponen en práctica. Para ello, el objetivo de este trabajo de investigación, ha sido el de analizar cómo un Grupo Editorial Español, división de un Grupo de reconocimiento mundial, el Grupo G y J España implantando políticas de responsabilidad social de la empresa ha gestionado los riesgos a los que se enfrenta. ; This research tries to emphasize the positive influence that Corporate Social Responsibility (in advance CSR) has in the sustainability of the companies that put it into practice. For that reason, the objective of this paper, has been to analyze how a Spanish Publishing Group, division of an international group, Group G and J Spain implanting political of corporate social responsibility has managed the risks which it faces.
El papel esencial de la investigación fue reconocido por el Consejo Europeo de Lisboa de 23 y 24 de marzo de 2000, que estableció un nuevo objetivo estratégico para la Unión Europea en la próxima década: convertirse en la economía basada en el conocimiento más competitiva y dinámica del mundo, capaz de crecer económicamente de manera sostenible, con más y mejores empleos y con mayor cohesión social. El triángulo del conocimiento -educación, investigación e innovación- es un instrumento básico para lograr este objetivo, a tal efecto la Comunidad se propone movilizar y reforzar las capacidades de investigación e innovación necesarias. Con este objetivo, establecido en el Tratado, se pretende reforzar las bases científicas y tecnológicas de su industria, asegurando de este modo un alto nivel de competitividad a nivel internacional. Se pretende fomentar todas las actividades de investigación que se consideren necesarias, especialmente estimulando a las empresas, incluidas las pequeñas y medianas (PYME), a los centros de investigación y a las universidades en su labor de investigación y desarrollo tecnológico. En este contexto, se dará prioridad a los ámbitos y proyectos en los que la financiación y la cooperación europeas sean especialmente importantes y aporten un valor añadido. En este artículo analizamos como la I+D+i en colaboración internacional es una vía para acceder, desarrollar y explotar el conocimiento excelente en beneficio de las empresas, en particular de las PYME. Se expone el principal instrumento de financiación de proyectos de Investigación, Desarrollo Tecnológico y Demostración de la UE para el período 2.007-2.013, el denominado Séptimo Programa Marco de Investigación Desarrollo Tecnológico y Demostración, indagando como los fondos europeos para I+D y sus mecanismos de financiación son una fuente de financiación indirecta para las PYME. En este sentido, el Séptimo Programa Marco constituye un elemento central como complemento de los esfuerzos de los Estados miembros y de la industria europea, gracias a su apoyo a la investigación en las fronteras del conocimiento, la investigación aplicada y la innovación, la Comunidad pretende con él, desarrollar las sinergias de la investigación europea y establecer así unas bases más sólidas para el Espacio Europeo de la Investigación. ; The essential paper of the investigation was recognized by the European Council of Lisbon of 23 and 24 of March of 2000, that established a new strategic target of the European Union for the next decade: to become the economy based on the most competitive and dynamic knowledge del world, able to grow economically of sustainable way, with more and better uses and greater social cohesion. The triangle knowledge - education, investigation and innovation are a basic instrument to obtain this objective, whose effect the Community sets out to mobilize and to reinforce the capacities of necessary investigation and innovation. The Community has paid attention the objective, established to the Treaty, to reinforce the scientific and technological bases of its industry, assuring this way a high level of competitiveness at international level. To such aim, it tries to foment all the activities of investigation that are considered necessary, specially stimulating to the companies, including small and the medium ones (SMEs), to the research centers and the universities in its work of investigation and technological development. In this context, one will occur to priority to the scopes and projects in which the European financing and the cooperation are specially important and contribute an added value. In this article we analyzed as the I+D+i in international collaboration is a route to accede, to develop and to operate the excellent knowledge in benefit of the companies, in individual of the SMEs. By another part, the main instrument of financing of projects of Investigation, Technological Development is exposed and Demonstration of the UE for period 2.007-2.013, investigating as the European bottoms for I+D and their mechanisms of financing are a source of financing for the SMEs. In this aspect the Seventh Framework Programme constitutes a central element as complement of the efforts of the States members and the European industry, thanks to its support to the investigation in the borders del knowledge, the applied investigation and the innovation, the Community tries with him, to develop sinergias of the European investigation and to establish therefore more solid bases for the European Space of the Investigation
Considerando una muestra de 55 empresas españolas privatizadas en el periodo de tiempo 1985-2003, analizamos si la tipología del principal accionista influye en el cambio de la performance tras la privatización. Una vez controlado el posible sesgo de selección asociado al método de privatización empleado, los resultados sugieren que cuando el primer accionista tras el cambio de propiedad ya no es el Estado se produce una mejora en la eficiencia empresarial. Además, el nivel de competencia del sector al que pertenece la empresa juega un papel importante en el éxito del proceso privatizador, pues la mejora en la eficiencia parece tener lugar en sectores competitivos. ; Using a sample of 55 Spanish privatised firms in the period 1985-2003, we analyse whether the identity of the main shareholder influences on post-privatisation firms' performance. After controlling for possible sample selection bias related to the government's choice of firm method of privatisation, the results suggest that when State is not the main shareholder an improvement in firms' efficiency seems to take place. In addition, the industry competitiveness seems to play an important role in the success of privatisation as post-privatisation improvements take place in competitive sectors.
El uso de crédito comercial como forma de financiar el corto plazo ha aumentando en los últimos años, las grandes empresas utilizan más días del que necesitan para realizar los pagos a las pequeñas empresas, lo que provoca fatales consecuencias financieras para los proveedores. Estos problemas financieros no son nuevos, pero con la restricción pronunciada del crédito los problemas se agudizan debido a que el uso masivo del crédito comercial repercute negativamente en los proveedores cuya insolvencia y riesgo de quiebra aumentan. En este trabajo se revisan de forma descriptiva el uso del crédito comercial en la crisis crediticia. Las principales contribuciones de la ponencia son dos. En primer lugar, mostrar las consecuencias financieras por la utilización del crédito comercial y, concretamente, en la crisis crediticia, y cómo el gobierno de Reino Unido desarrolla políticas públicas de pago para reducir el efecto negativo de los impagados. En segundo lugar, estudiar y comparar la situación de los países europeos en términos de pago a los proveedores y, en particular, el caso de Reino Unido, pero también el caso Español. ; The use of trade credit as a short-term financing is increasing in the last years; large firms use more days to pay small firms than they need, which causes financial fatal consequences to suppliers. These financial problems are not new, but with the credit crunch they are coming up because the massive use of the trade credit impacts negatively on suppliers whose insolvency and bankruptcy risks increase. In this paper we review in a descriptive way the use of trade credit in the credit crunch. The main contributions of the paper are two. Firstly, we show the financial consequences of the use of trade credit, and specifically in credit crisis, and how UK government develop public payment policies to reduce the negative effect of delete payments. Secondly, we study and compare the situation of European countries in terms of payment to suppliers, and in particular the case of UK, but also Spanish case.
En el campo de la Dirección Estratégica, el debate sobre las causas explicativas del hecho que unas empresas obtengan una mayor rentabilidad que otras ha identificado tres grandes efectos que influyen en la competitividad empresarial: efecto empresa, efecto sector y efecto territorio. Precisamente, en las últimas décadas, con el auge de los clusters, el efecto territorio adquiere en la literatura una creciente relevancia. De esta manera, resulta crucial entender los mecanismos y fuerzas que siendo externos a las empresas pero internos a un territorio (al cluster) influyen en la generación de ventajas competitivas para las empresas que lo forman. Pero dado que la proliferación del fenómeno de los clusters (que puede calificarse como "moda") surge bajo el impulso de las Administraciones Públicas de todo el mundo con la finalidad de mejorar la competitividad regional en un entorno globalizado, previamente a dicho análisis, y con la finalidad de utilizar correctamente y con propiedad el concepto de "cluster" por encima de las "modas" lingüísticas, se debe comprobar que la aglomeración de empresas en un determinado territorio constituye efectivamente un cluster, ya que no necesariamente constituye un "cluster" toda agrupación de empresas en un territorio a pesar que "políticamente" se le dé dicha denominación. Surge así la pregunta acerca de cómo identificar y medir este tipo de concentración industrial en el territorio. Al respecto existe una amplia literatura que propone diversas metodologías para identificar clusters industriales en un determinado territorio; tanto cualitativos como cuantitativos, aunque los realmente rigurosos son los de carácter cuantitativo. Los métodos cuantitativos, basados en el uso de herramientas analítico-estadísticas, engloban distintas propuestas con diferentes grados de sofisticación, pero todos ellos se fundamentan en la medición del grado de aglomeración económica existente en cada una de las áreas geográficas consideradas. Dentro de los métodos cuantitativos nos centramos en este trabajo en los métodos basados en el análisis de la concentración territorial en una industria determinada; concretamente en los siguientes: Índice de Concentración Relativa, Índice de Gini, Índice de Localización de Gini, Coeficiente de Localización, y los Índices de Concentración Geográfica (Índice de Ellison-Glaeser e Índice de Maurel-Sédillot). El objeto central del presente trabajo consiste en presentar, analizar y aplicar, a modo de ejemplo, a la economía chilena (con especial referencia al sector minero y la Región de Antofagasta) los índices mencionados para medir la aglomeración industrial y espacial de las actividades económicas, y que permiten, por tanto, la verificación rigurosa de la existencia o no de un cluster en un determinado territorio y sector. ; In the field of Strategic Management there is a debate on the explanatory causes that lead to higher performance for some companies. Until now three main effects have been identified to influence the competitiveness of business: the effect company, the effect sector and the effect territory. To be specific the effect territory has become increasingly relevant in literature during the last decades when the terms clusters and sectorial territorial agglomerations started appearing. So it seems crucial to understand the mechanisms and forces that are external to companies but internal for the clusters, since they impinge upon the generation of competitive advantages for the cluster and the companies who form it. However, before proceeding to further analysis of the phenomenon of clusters it seems necessary to clarify the concept of clusters beyond the 'linguistic fashions'. So it should be tested first if an agglomeration of companies in a specific territory is indeed a cluster, even if it is 'politically' denominated like this. So the question arises how to identify and measure this type of industrial concentration in a specific territory. There is a vast amount of literature trying to answer this question proposing diverse methodologies. Both quantitative and qualitative ones are found, nonetheless the quantitative ones are considered to be more rigorous methodological approaches. The quantitative methods are based on analytical statistical tools and vary in terms of sophistication. However, they are all based on the measurement of the existing economic agglomeration in the different geographical areas. Within the quantitative methods, we shall place more attention on the ones that examine territorial concentration in a specific industry. To be more explicit, we will focus on the following: Relative Concentration Index, Gini's Index, Localization Index of Gini, Localization Coefficient, Geographical Concentration Index (Ellison-Glaeser Index and Maurel-Sédillot Index). The main objective of this paper is to present, analyze and apply the aforementioned indexes in the Chilean economy examining the mining sector in the Region of Antofagasta. The intention is to measure the industrial and spatial agglomeration of economic activities that will permit the rigorous verification of whether a cluster exists in the specific territory and sector.
El presente trabajo se centra en estudiar la importancia que tiene la innovación tecnológica como factor determinante de la competitividad empresarial. Para ello, en primer lugar partimos de una revisión de la situación actual y de las perspectivas de futuro de la política europea de innovación frente a la actual crisis económica mundial. En segundo término, se define el marco conceptual que nos permitirá analizar el proceso de innovación tecnológica. A continuación, estudiaremos las relaciones y causalidades entre innovación y competitividad. Finalmente efectuaremos un diagnóstico de la capacidad innovadora de los países de la Europa de los Quince durante el periodo 1997-2006 basándonos en el examen de los indicadores habitualmente utilizados por la Comisión Europea para valorar la innovación. ; This paper focuses the relevance of technological innovation as a key element to forge business competitiveness. As a starting point we review the current status and prospects of European innovation policy considering the current global economic crisis. Secondly, we define the conceptual framework for the analysis of the technological innovation process. Then we will analyze the causal relationships between innovation and competitiveness. Finally, we will diagnose the EU-15 economy innovating capacity in the 1997-2006 period by examining certain main indicators used by the European Commission to evaluate innovation.
