It is undoubtedly the institution that has evolved the most since the 1950s. Despite the crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution analyses the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. "This volume intends to make sense of the current 'puzzle' that international parliamentary institutions represent. Their rapid growth in numbers and under a diversity of forms in the post-Cold War emerging new order is a worldwide phenomenon, even if its first expression dates back to the end of the 19th century. Their objectives vary from creating a permanent institutional structure for the peaceful settlement of disputes to promoting transparency in international politics, including the reinforcement of civil society participation in regional integration schemes. Are these goals kept nowadays? Are they being achieved? Which means and interests define the work within these assemblies? The three parts of the book include analyses of supranational and non-supranational regional parliaments and the specific case of the inter-regional relations established by the European Parliament. International audience ; Despite the constant "parliamentarization" of the European Union, the supranational dimension of European elections remains limited. Forty five years after its first election, the European Parliament (EP) still suffers from two main problems: (i) its democratic representativeness is impaired by the diversity of national electoral rules and by the predominantly national dimension of electoral campaigns; (ii) the impact of European elections on the appointment of the Commission remains uncertain, as the so-called lead-candidates (Spitzenkandidaten) procedure is only informal. Today, MEPs are promoting a double strategy to fix these issues. They have decided to relaunch the reform process of the 1976 Act, notably regarding the creation of transnational lists and the formalisation of the lead-candidate procedure, and they encourage the Conference on the Future of Europe to consider these issues. In sum, as they expect their new proposals to be once again challenged in the EP and the Council, MEPs count on the Conference to create a political momentum around these topics with a view to fostering an ambitious reform.

International audience ; A video shot during the official trip of U. Von der Leyen and C. Michel to Turkey in April 2021 has set social networks abuzz. It shows the President of the European Council and Mr Erdogan sitting on chairs prepared for them, while the President of the Commission is forced to sit apart on a sofa. Beyond a possible error of protocol, the incident reveals the contours of the Union's external policy, and more particularly the ambiguities of its institutional aspects and the weaknesses that they lead to. These are not the result of chance, but of deliberate choices made by the Member States when drafting the treaties. ; Une vidéo tournée lors du voyage officiel d'U. Von der Leyen et C.
