The introduction of SGIs in organisations raises many problems. The study seeks, on the basis of surveys and interviews with devolved departments of equipment, to identify possible avenues for reflection and to propose elements of response that can help the departments in their efforts to implement an organisation. Among the points raised are: — The introduction of a GIS approach leads the services to think in terms of strategy and positioning on the territory. The management of a data heritage is a strategic element for a territorial service. The organisation to put in place a major project must strike the right balance between coordination and management, and autonomy. ; L'introduction des SIG dans les organisations posent de nombreux problèmes.L'étude essaye, à partir d'enquêtes et d'interviews auprès de services déconcentrés de I'Equipement,de dégager les pistes de réflexion, et de proposer des éléments de réponse, à même d'aider lesservices dans leurs démarches de mise en oeuvre d'une organisation.Parmi les points soulevés, on peut citer :- La mise en place d'une démarche SIG amène les services à réfléchir en terme de stratégie et depositionnement sur le territoire.- La gestion d'un patrimoine de donnée est un élément stratégique pour un service territorial.- L'organisation à mettre en place doit trouver le bon équilibre entre coordination et autonomie, et doitêtre capable d'évoluer.- La compétence humaine, sa reconnaissance et sa gestion sont des facteurs importants de laréussite d'un projet de type SIG.

Access to environmental information is a major momentum for public policies. In many ways, data publication is known as a key factor for topics appropriation by stakeholders, and can be used as an effective lever towards public opinions. Furthermore, collecting data and guaranteeing their public access are legal obligations for EU Member States since the early 2000's. This study compares three institutional and technical processes: (i) river boat fishing monitoring and related quotas, (ii) commercial and personal water abstraction declaration facilities and (iii) the register of plant protection products sales. Two main axes are chosen to highlights differences in process and policy efficiency, as far as data are concerned: level of technical complexity and maturity of processes (for instance, acceptance by stakeholder). Main conclusions echo with others data policies reviews: technical feasibility doesn't seem to be the main barrier in studied cases, whereas knowledge of purely functional and organizational trade aspects (established know-how and expertise) is a key element for success. Also, open data strategies should still prevail in public services, where departitioning data, informatics, scientific, organizational and legal task forces is a great concern. Beyond this coordination issues, because environmental phenomena don't know frontiers nor boundaries, international frameworks and initiatives should prevail on local engineering, regardless of local data strategies, as far as national secrecies and policies are heeded.
