AbstractThe Framers of the American system of government had confidence in the judgment of the average citizen, and the concept of a citizen legislature — many would argue — is something they would have taken for granted. Under current conditions, legislators in Congress and the state houses can expect to spend 10 to 20 years in office before exercising meaningful influence. Are individuals capable of playing this waiting game patiently the kind of policy makers we need in a period of domestic and international crisis?
