AbstractHow did same‐sex marriage come to be adopted as public policy in the United States? In this expository essay, I draw on multiple streams, social construction, and punctuated equilibrium theories to analyze the changes in policy definition, policy venue, the focusing events, indicators, and feedback which led to the placement of same‐sex marriage on the institutional agenda of the Supreme Court. I conclude that same‐sex marriage represents the policy solution to the problem of Lesbian, Gay, Bisexual, and Transgender (LGBT) inequality which corresponded best with the political environment in the United States at the time of its endorsement by the Supreme Court. By synthesizing the social construction literature and critiques of same‐sex marriage derived from queer theory, however, I highlight the consequences of forgoing policy alternatives in favor of same‐sex marriage for LGBT people who do not fit dominant constructions of sexual minority identity.

AbstractReligious affiliation and participation are thought to work as mobilizing structures through which religious participants accrue organizational and psychological resources, which augment political participation. Given the rejection of homosexuality by many denominations, do religious LGBT people actually accrue more positive psychological resources, and are the positive effects of religiosity on political participation mitigated when belief conflicts with identity? Informed by resource mobilization theory, the identity-threat model of stigmatization, and an intersectional approach, I conduct secondary analyses of two survey data sets of LGBT people. The results suggest that religiosity is associated with increased political participation among LGBT people; however, religious LGBT people exhibit weaker psychological association with the LGBT community and are "out" to fewer people. Furthermore, political participation is less likely among those who experience conflict between their religion and sexuality and among Evangelical Christians.

Why do municipal governments adopt lesbian, gay, bisexual, and transgender (LGBT) inclusive policies? The preponderance of literature suggests urbanism and social diversity are the most likely explanations for LGBT municipal policies. This research tests these assumptions using the morality politics model. Using rare-events logistic regression, municipalities in the state of Florida with LGBT antidiscrimination ordinances are compared with municipalities that do not have such policies. The results contradict theories of urbanism and highlight the shortcomings of the morality politics model. Specifically, the results indicate that even under highly salient conditions, LGBT advocacy resources play an important role in the policy adoption process.
