After outlining how Macao and its ethnically mixed community fared for centuries under a highly ambiguous legal status, the study discusses the current constitutional system and the way in which Chinese, Macanese and Portuguese jointly organize life in this territory. This article mainly deals with the most important problems or tasks which Macau faces until the year of 1999, when it is due to devolve to the People Republic of China. There is, first of all, the economy which is characterized by heavy dependence on textile and garment exports. Here the newly industrializing countries of Southeast Asia are potential competitors, the more so as the times of low costs of production in Macau will be over sooner or later. A division of labour with the fast growing light industries of China demands restructuring of Macau industry. An active economic policy is needed, and there are some promising fields for action.Secondly, the insufficient transport and communications infrastructure impedes the development. A reason for this could be the concentration on ambitious large-scale projects such as the deep-sea harbour in Ka Ho and new international airport. It is questionable whether these projects will, in the long run, contribute to improving the overall situation in Macau. A closer cooperation in this field with the neighbouring Hong Kong as well as the special economic zone of Zhuhai might lead to better infrastructural set-up. There are, thirdly, weak points with regard to the structure and functioning of the administration. In order to guarantee smooth transition into the new era, localization should be the leading policy. But it appears that the Portuguese still follow rather colonial type of rule both in administration proper and in the field of culture. (Red.)

With the demise of the sharp urban‐rural divide as a framework for urban analyses, debates have arisen regarding the utility of the city as a theoretically significant construct. Recently however, the growing emphasis on globalization has brought the analysis of global cities into sharp focus. The countervailing trend emphasizes the significance of "the local." International sister‐cities provide a site of analysis which illustrates the global‐local interface and yet delves deeper. Initially conceived as a post‐war means of developing friendships and cultural ties, sister‐cities were based on similarities such as name or economic function. More recently, greater recognition has been given to the economic foundations and benefits of these connections. Providing an extension to an integrated approach to the study of sister‐cities based on the multifold relationship between culture and commerce, this paper adds a further dimension by focusing on simultaneously operating multi‐level entrepreneurial partnerships necessary to sustain active sister‐city relationships. Drawing on New Zealand examples of twinning arrangements, it is demonstrated that the emergence and development of embedded partnership ties is vital to deriving sustainable economic and social benefits. While the global outreach of the sister‐cities phenomenon appears to transcend the geographic confines of cities, strong locality considerations and local activism nevertheless predominate. A novel feature of this paper is the conceptualization of a hybrid form of entrepreneurialism, "municipal‐community entrepreneurship," which is argued as a valuable facilitator of the economic and social vibrancy of cities. to the two cities, it is broadening out to include cultural and work exchanges.
