Since the end of World War II, outer space has been an arena in which both high and low politics have played out, and both the US and Europe have been heavily invested. This article examines the case study of space exploration as a window into the evolving nature of the transatlantic relationship. With the US government regularly deprioritizing Europe in its foreign policy and at times taking the transatlantic relationship for granted, the author argues that transnational and non-state actors have played an important role in maintaining the stability of the alliance. In terms of space, this means that the space community—space agencies, private actors, space enthusiasts, engineers, and scientists, among others—often enable transatlantic cooperation despite initial conflictual rhetoric stemming from political leaders. Importantly, while these transnational or non-state actors tend to view space as a peaceful domain for all of humankind, governments and militaries often treat space as the next battlefield. To support this argument, the article considers two major transatlantic space developments: the US's Space Force, which reflects a US desire to be dominant in space, and Europe's Galileo satellite system, which reflects a European goal to have strategic autonomy from the US. The author argues that the idea that space should be a peaceful domain for all of humankind is more strongly reflected in outcomes, despite the presence of conflictual, militaristic rhetoric.
Drawing upon fresh archival research and participant observation, the author traces the emergence and transformative idea of the non-weaponized and peaceful use of space from the 1920s to today. Building on this, the case study questions much of the common wisdom surrounding humans' relationship with space over the past century. Although the beginnings of the Space Age are usually thought to have closely coincided with the Space Race beginning in 1955, the paper goes further back to the Spaceflight Movement of the 1920s and 30s, tracing the emergence of the idea of space as part of the global commons. This societal-level movement was highly transnational and collaborative in nature, and pushed for the achievement of human spaceflight decades before the technology existed, at the same time advocating for space as a peaceful domain for all of humankind. Using a new approach that also provides the basic ontological assumption for Model 3 of the special issue framework, the author argues that the impetus to engage in space exploration was fundamentally 'ultrasocial', defined as a human predisposition to be other-regarding, empathic, and inclined toward seeking wide-scale cooperation, even among strangers.
The proposed creation of a US Space Force has led to a ratcheting up of a sense of competition and threat among spacefaring powers. Many top government officials and experts around the world believe that space will inevitably become the next battlefield, either among countries, or private companies, or both. India successfully blew up a satellite, China landed a probe on the dark side of the moon and many other countries have rapidly developed launch capabilities. The term 'Space Race 2.0' is increasingly invoked. But are we in the midst of a new space race, or on the verge of a new space age? This article argues that despite many governmental efforts to militarize space over the past 70 years, on the whole, non-state actors have ensured that space has been a highly cooperative realm of human interaction, even during the height of the Cold War. While on the surface there has been a narrative of threat-based competition, the author argues that this has largely been socially constructed. Drawing upon fresh archival research and participant observation, the author provides the historical context for understanding the increasingly diverse field of space actors today.
50 years since the first astronauts stepped foot on the moon, it would be easy to be complacent about human space exploration today. After all, humans have not ventured out of low-earth orbit since 1972. Achievements in space since the Apollo missions have flown under the radar for most of the regular public. However, the world is actually in a very different place now than it was 50 years ago, when the Soviet Union and United States were the sole spacefaring powers. Today, 72 countries have space programs, 14 have launch capability, and six have highly developed space capabilities (China, Europe, India, Japan, the US, and Russia). Space agencies, private commercial entities, international organizations, amateur space enthusiasts, multi-national corporations, and public-private partnerships comprise the diverse landscape of actors involved in space today. The total global space economy is estimated to be well over $383.5 billion.1 In particular, the European space industry is one of the largest in the world, and contributes around €53-62 billion to the European economy. Manufacturing is a significant part of this, with European companies producing around one-third of the world's satellites.2 Within 10 years, it is expected that there will be a thriving low-earth orbit eco-system, space tourism, a permanent moon base, and shortly thereafter, a manned trip to Mars. ; 50 Years After the Moon Landing:Why Europe Should Lead the Next 50 ; publishedVersion
