Depuis que dans le monde entier des millions de personnes vivent dans des zones résidentielles gardées, avec un accès restreint au public, le développement de ces quartierssécurisés ne peut plus être attribué uniquement à des événements accidentels ou déviants.Inspiré par une discussion théorique au sujet de la nouvelle ségrégation, cet article tentede découvrir les forces qui impulsent le développement des enclaves fermées de Budapest,ville dans laquelle, entre 2002 et 2007, soixantedix parcs résidentiels ont été construits,totalisant presque 14 000 logements. L'article montre que malgré les grandes différences entre riches et pauvres et la vaste implantation d'espaces défendables et défendus, lamontée des quartiers sécurisés est principalement due à la fuite des quartiers délabréspar la classe moyenne supérieure et à sa volonté de montrer ostensiblement son prestige,plutôt qu'à la peur de la délinquance. Les quartiers sécurisés à Budapest sont donc devenus une manifestation de la révolte de la classe moyenne supérieure contre le gouvernement local, incapable de lui procurer des biens publics tels qu'un environnement vert, sûret prestigieux.
Gated residential developments, neighbourhoods to which public access is restricted, continue to generate academic, policymaker and public curiosity. In a recent paper in the EJSD Tony Manzi and Bill Smith-Bowers (2006) attempt to provide what they see as a more subtle approach to these developments, arguing, that hostility to gated communities is misplaced on several grounds. In a debate article Rowland Atkinson argue, in response, that there are several problems with the positions they adopt, and that these should be considered if we are to effectively discuss how planning practice and housing systems should work with or against these new trends in the built environment. In this new debate article Zoltan Csefalvay argues that the examination of gated communities requires freedom from the inherent bias of the recently popular politics-driven approach. He suggests that to understand gated communities we need to understand the market-driven process approach as such we should concentrate on the rational and economically rooted motivations of homeowners, developers, and local governments.
