This paper seeks to review the evolution of consular protection management in the European Union. The process of Europeanisation has reached its current profile through three stages of evolution and we are likely to see further institutionalisation, with several available alternatives. The historical analysis outlines the rationale for a further process of Europeanisation in the light of changes in the legislative powers of the EU, exploring the nature of legal regulatedness and aligning it with the development of fundamental rights, and presents a prognosis for the next stage of development in the light of experience to date. The research findings, based on an analysis of normative rules of various origins, regulatory and binding, preparatory documents, official statistics and reports as primary sources, and literature on specific aspects of the subject, also suggest that an effective consular protection policy will require changes in the tasks and competences in the next development stage. The existing consular enforcement apparatus in the Member States should be better integrated with the network of EU delegations, at least for some of the specified consular protection tasks. This raises further regulatory issues, but it is undeni- able that the Europeanisation of consular protection administration is moving in this direction.

Several Iranian university students were expelled from Hungary to Iran due to their (allegedly) unlawful behaviour during their quarantine period at the outburst of the Covid-19 pandemic on grounds of being a threat to public policy and public security. The case reveals a worrisome practice in the reasoning of expulsion decisions, irrespective of the pandemic. By analysing a judgment on the review of an administrative decision on expulsion, the article explores the normative circumstances of the legal institutions appearing in the case. By comparing international, European Union, and Hungarian constitutional practice, the study reveals a controversial legal practice. It not only evaluates the case, but draws attention to the role, quality, and legal significance of reasoning of administrative acts which lately, with a quickly changing legislation, seems to be forgotten. ; Zaradi (domnevnega) nezakonitega vedenja v času prestajanja karantene in ogrožanja javne politike in javne varnosti je Madžarska na začetku pandemije covida-19 iz države izgnala skupino iranskih študentov. Primer kaže na zaskrbljujoče prakse utemeljevanja odločb o izgonu ne glede na pandemijo. Z analizo sodb o presoji upravnih odločb o izgonu članek preučuje normativne okoliščine pravnih institutov, veljavnih v omenjenem primeru. S primerjavo mednarodne, evropske in madžarske ustavnosodne prakse raziskava kaže na sporno pravno prakso, pri tem pa ne presoja zgolj primera, ampak opozarja na vlogo, kakovost in pravni pomen obrazložitve upravnih aktov, na katero se v hitro spreminjajoči se zakonodaji prepogosto pozablja.

The European Administrative Space has grown into a multi-level administrative structure characterised by the horizontal and vertical cooperation of all its levels. The sole executive responsibility of Member States' administrations has been substituted by cooperative networks of direct and indirect level authorities due to the growing number of composite procedures. Thus, consular protection policy has evolved from an inter-governmental regime to a special European administration field. The multi-level institutionalisation of the execution and evaluation of European policies is a coherent system compared to the obligation de résultat of the Member States once associated with the implementation of the acquis. Therefore, the article examines what constitutes European administration in this and other policy fields and what represents its structural and procedural law sides. The EU consular protection policy as such is a unique policy at the crossroads of international law, domestic law and different level of EU law. Europeanisation of a certain policy often means a sort of harmonisation of substantial law; however, in case of consular protection, it is not targeted. Consular protection policy is Europeanised in structural and procedural aspects under the auspices of fundamental right protection and ends up in the creation of the European administration for the policy. The article thus highlights the process of establishing European administration and calls attention to possible problems of legal application while offering theoretical bases to eliminate them.

Abstract
Multilevel governance describes a global system that enrolls some State functions to perform global solutions for global problems. Multilevel-governance and multilevel administration has legality and accountability concerns on their own, although, there are multilevel structures with non-State playground of trans-regulatory nature at the supranational level of cooperation which means additional shades to the colourful palette. The procedure and the structure concerning the creation and the evaluation of effective banking supervision standards in Europe is unique. Given the fact that the European administrative system is also unique, and as Basel rules are produced in a trans-regulatory network, the collaboration of the two sui generis systems requires the rethinking of the classical legal order features. Rule of law which is the basis of classical international relations in the view of public administration of States is challenged by the newly emerged solutions. Necessity and proportionality are put on a scale with classical values and requirements of public administration and efficiency and effectiveness seem to put it on the side of the new type of collaboration. The normative background of such structure is still immature. The multilevel administrative system of financial supervision including the European Union and the Basel Committee for Banking Supervision at supranational level or speaking in a wider context: the framework for multilevel governance with non-state actors at supranational level, is therefore an example for global administrative law of infant status.

Die Konferenz "International Conference for the 10th Anniversary of the Institute of Comparative Law" hat am 24. Mai 2013 in Szeged stattgefunden. Im Rahmen der viersprachigen Konferenz haben mehr als dreißig Teilnehmer ihre Forschungsergebnisse präsentiert. Der Essay von Zoltán Péteri blickt auf die Disziplin aus der Perspektive der Wissenschaftsgeschichte. Katalin Kelemen und Balázs Fekete gehen in ihrem Aufsatz der Frage nach, welchen Weg die Versuche der Klassifikation der Rechtssysteme von Osteuropa in der späten Phase der Umbrüche der 1980/90er Jahren genommen haben. Die historische Betrachtungsweise mit Bezug auf Rechtsgeschichte und Rechtsvergleichung spiegelt sich auch in anderen Essays wider, vor allem in den Aufsätzen von Szilvia Bató, Magdolna Gedeon und Béla Szabó P. sowie auch in den Aufsätzen von Péter Mezei und Tünde Szűcs. Attila Badó analysiert die Rechtsvergleichung aus der Sicht des Rechts, der Soziologie und der Politikwissenschaft anhand von Untersuchungen über das Sanktionsystem der Richter in den USA. Diese politikwissenschaftliche Seite wird auch in den Aufsätzen über die aktuellen Fragen der europäischen Integration von Carine Guemar und Laureline Congnard betont. Eine Reihe von Aufsätzen behandeln die konventionelle normative Komparatistik auf dem Gebiet des Verfassungsrechts (Jordane Arlettaz und Péter Kruzslicz), Gesellschaftsrechts (Kitti Bakos-Kovács), Urheberrechts (Dóra Hajdú) und Steuerrechts (Judit Jacsó). Daneben bilden eine weitere Gruppe die Aufsätze von János Bóka und Erzsébet Csatlós, die die Verwendung der vergleichenden Methode in der Praxis der Rechtsprechung untersuchen. Die Rechtsvergleichung ist eine sich dynamisch entwickelnde Disziplin. Die Konferenz und dieser Band dienen nicht nur der Würdigung der bisherigen Arbeit des Instituts für Rechtsvergleichung, sondern zeigen gleichzeitig neue Ziele auf. Die wichtigsten Grundsätze bleiben aber fest verankert auch in einem sich stets verändernden rechtlichen und geistigen Umfeld. Das Motto des Instituts lautet "instruere et docere omnes qui edoceri desiderant" – "alle lehren, die lernen wollen." Auch in den folgenden Jahrzehnten werden uns der Wille des Lernens und Lehrens, die Freiheit der Forschung sowie die Übertragung und Weiterentwicklung der ungarischen wie globalen Rechtskultur leiten.
