Der Verfasser entwirft zunächst ein theoretisches Modell zur Erklärung von Waffenexporten und Rüstungspolitik postkommunistischer Staaten. Es schließt sich ein Überblick über die Bedeutung der Rüstungswirtschaft in Polen und der Tschechoslowakei an. Vor diesem Hintergrund wird die gegenwärtige Politik beider Staaten auf diesem Gebiet in drei Schritten untersucht. Hierbei geht es um die rückläufige Entwicklung des internationalen Waffenmarktes als neue Rahmenbedingung der Rüstungswirtschaft, die politische Reaktion beider Staaten auf diese Veränderungen in Gestalt von Produktionseinschränkungen und Subventionskürzungen sowie die Beziehungen zwischen Regierung und Rüstungswirtschaft.
