INDIA IS COMPARATIVELY RARE AMONG DEVELOPING COUNTRIES IN HAVING MAINTAINED A LONG TRADITION OF LIBERAL POLITICAL DEMOCRACY, WITH ONLY BRIEF INTERRUPTION, SINCE INDEPENDENCE. IN CONTRAST, ECONOMIC LIBERALIZATION IN INDIA HAS BEEN A RECENT PROCESS. THIS ARTICLE EXAMINES THE PROCESS OF DEMOCRATIC CONSOLIDATION IN INDIA AND THEN ITS DEVELOPMENTAL MODEL--THE "NEHRU-MAHALANOBIS" MODEL OF PLANNED MIXED ECONOMY. IT CONCLUDES THAT DEMOCRACY AND GOOD GOVERNANCE ARE SIGNIFICANT FACTORS IN SHAPING INTERNATIONAL TRADE AND LENDING POLICY; BUT SEEMINGLY FAR MORE SIGNIFICANT FOR SOME STATES THAN OTHERS IN THE EYES OF THOSE CHARGED WITH MONITORING IT.
