This article aims to explain the phenomena of incredibly broad consensus among the Scottish political elites around European integration. All relevant political forces (present in the 2016-2021 term in the Scottish Parliament) have unequivocally supported further membership. European integration and the EU are specifically defined in public debate to carry out certain functions from the perspective of the Scottish political elite. These interpretations in this text are divided into three categories, serving three basic functions: facilitation of the process of increasing the competences of Scottish institutions (through independence or decentralisation), support for social development based on left-wing values and strengthening the distinctiveness of Scotland's national identity. They were distinguished through in-depth analysis of scientifi c literature, documents of public institutions and political parties and statements of Scottish politicians. Author concludes that the distinction between the three basic functions of European integration from the perspective of the Scottish political elite is justified, although it is not always possible to draw a precise line between them. It is also easy to see that there are interrelationships between the different elements of these functions.

Celem niniejszego artykułu było ujęcie referendum niepodległościowego w ramach obecnych w nauce definicji i typologii oraz ukazanie głównych wątpliwości dotyczących politologicznych uwarunkowań oraz funkcji referendum niepodległościowego. Referendum niepodległościowe w większości przypadków uchodzi za szczególny instrument demokracji bezpośredniej i kluczowy etap procesu uzyskiwania własnej państwowości przez ruchy etnoregionalistyczne. Należy je zdefiniować jako głosowanie o charakterze powszechnym, w którym obywatele danego terytorium posiadający czynne prawo wyborcze mogą zadeklarować wolę utworzenia nowego państwa poprzez secesję. Referendum niepodległościowe jest pojęciem, w odniesieniu do którego widoczna jest istotna dysproporcja między liczbą badań empirycznych w formie studium przypadku a liczbą studiów o bardziej generalnym charakterze i teoretycznych ambicjach. Kluczowe problemy dotyczące analizy tej kategorii referendów to: określenie procedury referendum – sposobu inicjacji, warunków wstępnych, osób uprawnionych, treści pytania czy interpretacji wyników. Pamiętać należy o możliwości ustrojowego umocowania instytucji referendum, choć jej realizacja podlega wpływowi czynników bieżących oraz taktycznych decyzji politycznych aktorów, tak jak zwykłe głosowania powszechne.

To regulate in order to deregulate. Water safety policy in PolandThe aim of this article is to analyze the reform of the water safety system in Poland and the functioning of this public policy domain after four full years after passing of the new law. The author states that the deregulation and commercialization are the main effects of the reform, and are in particular caused by adopted practice of interpretation of the rules by the ministry. State authorities lack adequate resources to carry out the supervisory or even coordinating functions. The new act transferred responsibilities without creating a coherent system of financing and introduced a system of price competition without effective system for checking regulatory compliance. The growing share of private actors — individuals or civil law partnerships operating for leads to the conclusion about commercialization. The adopted regulations are not in compliance with modern world trends of effective prevention against drowning, precisely outlined in the WHO report.

The referendum on independence in most cases is considered to be a particular instrument of direct democracy and a key step in the process of gaining statehood by the ethno-regional movements. Such a type of referendum should be defined as popular vote in which citizens (with voting rights) of a certain territory may declare their will to establish a new state through secession. The independence referendum is a concept in relation to which there is a significant disproportion between the number of empirical studies in the form of a case study and the number of studies of more general character and theoretical ambitions. The key issues concerning the analysis of this category of referenda are: the referendum procedure - the way of referendum initiative, the preconditions, the persons entitled, the content of the question or the interpretation of the results. It is important to remember about the possibility of a constitutional regulations of referendum, although its implementation is influenced by current factors and tactical political decisions by actors, just like ordinary public votes.

After Scottish Devolution referendum in 1997, Parliament of United Kingdom passed the Scotland Act 1998, creating the Scottish Parliament and Scottish Executive. Changes in United Kingdom structure created situation similar to federal countries, where national and regional governments need to cooperate and coordinate their activities. Intergovernmental relations in the UK are mostly relations between executives, with limited role of parliaments. This paper analyzes intergovernmental relations in two periods – before 2007, when formal institutions like Joint Ministerial Committee were rarely used and after 2007, when Scottish Executive and UK Government were led by different political parties – Scottish National Party on the regional level and Labour Party on the national level. The aim of the article was to describe intergovernmental relations throughout 1999–2010 years, explain asymmetry, informality and inconsistency of this relations and prognose future relations in the context of Calman's Commission works.

This article aims to describe the possible variants of the course of events after Brexit, from a Scottish perspective. Three dimensions are taken into the account: future model of UK–EU relations, symmetry of Brexit inside the UK and possibility of the second independence referendum in the near future (less than five years). These dimension have allowed to distinguish three main variants of further development, that are in short named by the author as: passive variant, Scottish exception and another referendum. It seems at this point that the Scottish Government is bound to carry out the second referendum, especially if the British government chooses a variant of the so-called hard Brexit. The European argument, which is so often used by Sturgeon in political debate does not necessarily lead to an increase in support for the independence, especially when eventual membership in the European Union of an independent Scotland is burdened with so many question marks.
