In recent times the nature of scholarship has both remained consistent to its core principles, and undergone profound changes. Despite numerous high-flown claims, no-one knows how these will play out. This paper describes the digitally-mediated changes which are in process throughout the familiar scholarly cycle, and considers the issues – including for librarians, curators and scholars - which arise from these changes.
Bibliography: pages 105-109. ; This study develops a conceptual framework for policy analysis and uses it as the basis for an analytical framework to describe the Western Cape's textbook procurement policy (WCTPP). The study starts by defining policy as a purposeful intervention with key attributes, these being: intention; action; practice; status; resources and capacity; and power. The conceptual framework attempts to answer the question, "Are there features which consistently characterise the policy-making process and do the factors which gave shape to policy consistently fall into particular categories?" The framework suggests factors which shape, locate and give rise to policy can be described in terms of contexts and frames which denote arenas within which policy can be constrained or enabled, politically and practically. The key contexts necessary for policy analysis are spatial and historical and the key frames are the frame of discourses of state, the resources/ capacity frame and the legislative/ regulatory frame. The key features characterising policy are that policy-making is characterised by fluidity and that policy is the expression of a balance or a compromise of interests. The framework is then used to develop an analytic framework for the WCTPP. The analysis attempts to answer the question, "What are the key features of this policy and what factors have shaped its emergence?" The analysis suggests that as the WCTPP was conceived, developed and translated into practice within the province, it has a coherence not always possible within an education system characterised by national/ provincial policy fragmentation. As a policy, it is shaped by the relatively well-resourced province from which it emerges. The analysis shows that resources and capacity are a factor at all the sites (department private sector suppliers and schools) involved in the state-private sector partnership that is exemplified in this policy. This policy is given form by the selective recruitment of divergent discourse of the state with two key discourses being manifest, these being that of a democratic, developmental state which sets parameters to and regulates the private sector, and a neo-liberal state, which supports free market forces. Through the legislative/regulatory frame the analysis also shows the inter-dependence of the WCTPP and other policies. The key features which characterise policy-making are portrayed as its on-going nature, and the fact that this policy represents a fragile balancing of competing interests. Educational interests harness commercial interests for educational ends. The analysis allows for a description of the policy that expresses both its functionality and its fragility. The study concludes that the framework developed provides for a dynamic iteration thus illustrating that policy analysis requires an understanding of how policy develops out of the interplay between the contexts, frames and features identified.
Any inquiry into how university students get the learning resources they need for their education in post-apartheid South Africa must deal with three interrelated subjects: the legacy of apartheid, which continues to structure educational opportunities in important ways more than twenty years after the first democratic election; the organization and increasingly radical transformation of the commercial publishing market, which has been the primary source of textbooks and other materials in the system; and— common to all of the chapters in this book—the mix of new-technology-enabled strategies through which students do their best to get the textbooks and other materials they need. We track three decades of tensions around these issues, as post-apartheid leaders struggle to reform an educational system originally designed primarily to control and oppress rather than educate the majority population. Because the old system had grown up around numerous (and often colonially grounded) accommodations of the global publishing business, international copyright law, and—most important—a structural disregard for whether the system worked in more than a minimal sense, the pressure for reform has produced tensions on all of these fronts.

We draw on a research project of South African higher education students' access to and use of Information and Communication Technologies (ICTs) to show that age is not a determining factor in students' digital lives; rather, their familiarity and experience using ICTs is more relevant. We also demonstrate that the notion of a generation of 'digital natives' is inaccurate: those with such attributes are effectively a digital elite. Instead of a new net generation growing up to replace an older analogue generation, there is a deepening digital divide in South Africa characterized not by age but by access and opportunity; indeed, digital apartheid is alive and well. We suggest that the possibility for digital democracy does exist in the form of a mobile society which is not age specific, and which is ubiquitous. Finally, we propose redefining the concepts 'digital', 'net', 'native', and 'generation' in favour of reclaiming the term 'digitizen'.

The availability and accessibility of open data has the potential to increase transparency and accountability and, in turn, the potential to improve the governance of universities as public institutions. In addition, it is suggested that open data is likely to increase the quality, efficacy and efficiency of research and analysis of the national higher education system by providing a shared empirical base for critical interrogation and reinterpretation. The Centre for Higher Education Transformation (CHET) has developed an online, open data platform providing institutional-level data on South African higher education. However, other than anecdotal feedback, little is known about how the data is being used. Using CHET as a case study, this project studied the use of the CHET open data initiative by university planners as well as by higher education studies researchers. It did so by considering the supply of and demand for open data as well as the roles of intermediaries in the South African higher education governance ecosystem. The study found that (i) CHET's open data is being used by university planners and higher education studies researchers, albeit infrequently; (ii) the government's higher education database is a closed and isolated data source in the data ecosystem; (iii) there are concerns at both government and university levels about how data will be used and (mis)interpreted; (iv) open data intermediaries increase the accessibility and utility of data; (v) open data intermediaries provide both supply-side as well as demand- side value; (vi) intermediaries may assume the role of a 'keystone species' in a data ecosystem; (vii) intermediaries have the potential to democratise the impacts and use of open data – intermediaries play an important role in curtailing the 'de-ameliorating' effects of data-driven disciplinary surveillance. The report concludes as follows: (i) despite poor data provision by government, the public university governance open data ecosystem has evolved because of the presence of intermediaries in the ecosystem; (ii) by providing a richer information context and/or by making the data interoperable, government could improve the uptake of data by new users and intermediaries, as well as by the existing intermediaries; and (iii) increasing the fluidity of government open data could remove uncertainties around both the degree of access provided by intermediaries and the financial sustainability of the open platforms provided by intermediaries.
This paper examines the idea of 'core business' in contemporary South African public universities. South Africa's public higher education system has global ambitions, but is also highly internally stratified. Drawing on new data from interviews with higher education leaders and government policymakers across a number of South African institutions, we show that while the rhetoric of 'core business' of the university has been adopted by higher education leaders, the question of what constitutes the purpose of the university, in South Africa and arguably beyond, is subject to ongoing debate and negotiation. The multiplicity of conflicting but coexisting narratives about what universities should do in South African society—producing excellent research, preparing a labour force, or addressing societal inequalities—exposes a persisting tension surrounding the purpose of a public university. And while this tension has historical origins, we show that responses to addressing these various roles of the institution are not developed organically and in a neutral context. They emerge under conflicts over limited state funding and attendant and opportune market pressure put on public universities in times of crisis, that shape profoundly their framing and outcomes, and the future of the universities.
Symposium Title: Challenges to social justice and collective wellbeing in a globalised education system Symposium Abstract: (Symposium consisted of 4 papers) Access to educational opportunity is undoubtedly extended by the availability of open learning materials, networked learning communities, and forms of open accreditation. Networked learning has, in that sense, fulfilled many of the promises of its early pioneers. The evidence is weak, however, that access to digital opportunity translates into educational success for those without other forms of educational, social and cultural capital. The distribution of functional access to digital opportunity in fact mirrors other kinds of inequality very closely, so the proliferation of networked learning opportunities can actually amplify inequalities of outcome. Beyond individual cases, an open digital landscape for learning favours globally successful institutions, as shown by the scramble to form 'gold standard' open course networks among leading universities. A global market in educational content risks amplifying the hegemony of the languages, educational cultures and knowledge practices of the English-speaking global north. A parallel global market in the most able and motivated students puts further pressure on the local education systems that are most able to support those currently disadvantaged. This symposium examines the globalised educational landscape from a radical, critical perspective. Some of us write from within schools of education with the experience of research and publishing behind us. From this perspective we assert the value of theory-informed research to highlight the contradictions, the political negotiations and the vulnerabilities of hegemonic discourses, to encourage scepticism and to challenge determinist views of our technological future. Some of us write from situations of responsibility in practice and policy settings. From this perspetive we assert that there are no technological solutions to inequality, only political and emancipatory educational actions. What tools of resistance are at our disposal within the academic labour force and in the 'world of work' adjacent to it? Our discussions and the links among our papers represent the hope that the divide can sometimes be bridged, and that theory-based interventions in education are always possible, on the side of social justice and collective wellbeing. Paper Abstract: Critical TEL: The Importance of theory and theorisation Madeleine Sclater and Vic Lally This paper explores the role of theory in Technology Enhanced Learning, and the research community. We consider Cultural Historical Activity Theory (CHAT) as an example, but we strongly feel that our argument has broader application to the use of theory as part of the intellectual 'self-defence toolkit' that researchers and practitioners in the critical TEL community need to consider if they are to 'resist' the crises arising from educational globalisation. Theory can offer us the language, history, scope, and power that we need to be reflexively aware of both our own interests and those of others who are actors in the settings in which we are working.
AbstractThe pandemic affected more than 1.5 billion students and youth, and the most vulnerable learners were hit hardest, making digital inequality in educational settings impossible to overlook. Given this reality, we, all educators, came together to find ways to understand and address some of these inequalities. As a product of this collaboration, we propose a methodological toolkit: a theoretical kaleidoscope to examine and critique the constitutive elements and dimensions of digital inequalities. We argue that such a tool is helpful when a critical attitude to examine 'the ideology of digitalism', its concomitant inequalities, and the huge losses it entails for human flourishing seems urgent. In the paper, we describe different theoretical approaches that can be used for the kaleidoscope. We give relevant examples of each theory. We argue that the postdigital does not mean that the digital is over, rather that it has mutated into new power structures that are less evident but no less insidious as they continue to govern socio-technical infrastructures, geopolitics, and markets. In this sense, it is vital to find tools that allow us to shed light on such invisible and pervasive power structures and the consequences in the daily lives of so many.
A level playing field is key for global participation in science and scholarship, particularly with regard to how scientific publications are financed and subsequently accessed. However, there are potential pitfalls of the so-called "Gold" open-access (OA) route, in which author-paid publication charges cover the costs of production and publication. Gold OA plans in which author charges are required may not solve the access problem, but rather may shift the access barrier from reader to writer. Under such plans, everyone may be free to read papers, but it may still be prohibitively expensive to publish them. In a scholarly community that is increasingly global, spread over more and more regions and countries of the world, these publication access barriers may be quite significant. In the present paper, a global suite of colleagues in academe joins this debate. The group of colleagues, a network of researchers active in scholarly publishing, spans four continents and multiple disciplines in the natural sciences, humanities, and social sciences, as well as diverse political and economic situations. We believe that this global sampling of researchers can provide the nuance and perspective necessary to grasp this complex problem. The group was assembled without an attempt to achieve global coverage through random sampling. This contribution differs from other approaches to the open-access problem in several fundamental ways. (A) It is scholar-driven, and thus can represent the 'other side of the coin' of scholarly communication. (B) It focuses on narrative report, where scholars were free to orient their responses as they saw fit, rather than being confined to binary or scalar choices. Finally, and perhaps most importantly, (C) it distinguishes among institutions and countries and situations, highlighting inequalities of access among wealthy and economically-challenged nations, and also within countries depending on the size and location of particular institutions.
AbstractProduced from experiences at the outset of the intense times when Covid-19 lockdown restrictions began in March 2020, this collaborative paper offers the collective reflections and analysis of a group of teaching and learning and Higher Education (HE) scholars from a diverse 15 of the 26 South African public universities. In the form of a theorised narrative insistent on foregrounding personal voices, it presents a snapshot of the pandemic addressing the following question: what does the 'pivot online' to Emergency Remote Teaching and Learning (ERTL), forced into urgent existence by the Covid-19 pandemic, mean for equity considerations in teaching and learning in HE? Drawing on the work of Therborn (2009: 20–32; 2012: 579–589; 2013; 2020) the reflections consider the forms of inequality - vital, resource and existential - exposed in higher education. Drawing on the work of Tronto (1993; 2015; White and Tronto 2004) the paper shows the networks of care which were formed as a counter to the systemic failures of the sector at the onset of the pandemic.
