Who rules Europe?
This paper proposes a short reflection on the issue of the European power elite, starting from the ongoing debate about the problem of democratic deficit in the European Union and the crucial question of "who really rules Europe". The recent literature on this issue shows the coexistence of different approach to this matter, generally mostly focused on specific aspects more then on its widest context. A first group of studies is focused on the analysis of European political elite, a second group deepened the analysis of the European governance from the perspective of policy networks, a third group examines the lobbying activity of interest groups in the multi-level European governance structure, a fourth group focuses on the rise of a European corporate elites. Two perspectives of study approaches the issue of European elites from a more integrated and systemic perspective. The first is based on the model of transnational power elites and the second is focused on the monetary power complex.
