The building of a multi‐lane tolled highway linking the suburban communities of Portmore to the capital city of Kingston in Jamaica has become the focus of citizen action from residents who are concerned about the nature of the toll and the inadequacy of alternative routes. This article assesses the extent to which this activity represents a genuine social movement; analyses the complex and ongoing negotiations between citizens, the state and global capital over the transformation of the urban environment; and discusses the relevance of this issue for a broader understanding of development.

AbstractThis paper considers community‐based adaptation (CBA) to climate change and its relationship to the theory and practice of participatory development. It is argued that CBA needs to recognise the considered experience of participatory development to date, particularly in relation to local involvement in project planning and implementation, as well as acknowledging the specific challenges raised by climate change. Without attention to risks and uncertainty, political structures and institutions, the necessarily multi‐level nature of adaptation policy and programming, and the links between mitigation and adaptation politics and practice, outcomes of CBA interventions are unlikely to support pro‐poor development. By bringing together a range of Asian city experiences in addressing the challenges posed by climate change, this book provides valuable insights into how cities can overcome some of the barriers to building climate resilience, including addressing the needs of vulnerable populations and building up their governance capacities. Drawing together a range of expert contributors, Responding to climate change in Asian cities will be of great interest to scholars of urban studies, sustainability and environmental studies, Asian studies and development studies.
This volume brings together, for the first time, a wide-ranging and detailed body of information identifying and assessing risk, vulnerability and adaptation to climate change in urban centres in low- and middle-income countries. Framed by an overview of the main possibilities and constraints for adaptation, the contributors examine the implications of climate change for cities in Africa, Asia and Latin America, and propose innovative agendas for adaptation. The book should be of interest to policy makers, practitioners and academics who face the challenge of addressing climate change vulnerab

The book should be of interest to policy makers, practitioners and academics who face the challenge of addressing climate change vulnerability and adaptation in urban centres throughout the global South.
