Der Verfasser geht davon aus, dass es gute Gründe gibt, gegenüber der Liaison von Frieden, Toleranz und Mäßigung einerseits und Demokratie andererseits skeptisch zu sein. In der klassischen Theorie und der historischen Praxis sind vier verschiedene Verbindungen behauptet worden, die die Demokratie eingeht oder eingehen soll. Die erste, durch ihre Langlebigkeit ausgezeichnete Behauptung ist diejenige des demokratischen Imperialismus, dass Demokratie ein effizientes Mittel ist, um imperialistische Aggression zu lancieren. Dies ist die Ansicht von Thukydides, von der das klassische politische Denken bis einschließlich Machiavelli beeinflusst wurde. Die zweite ist, dass sich Demokratie mit wirksamer Verteidigung in alle Richtungen verbinden sollte, einer Politik des Isolationismus im Rahmen eines allgemeinen Kriegszustands. Das ist Rousseaus Vision. Die dritte meint, dass Demokratien dem Internationalismus gehorchen - in friedlicher Weise, jedoch letzteres nicht notwendig auch in der Beziehung zu Nichtdemokratien. Das ist Immanuel Kants Vorstellung. Und nur die vierte, die modernste, erhebt einen optimistischen Anspruch - Pazifismus -, der heute so populär ist. In der Studie werden die Argumente untersucht, die diesen höchst unterschiedlichen Ansichten über die Auswirkungen von Demokratie zugrunde liegen. (ICF2)
