Terörizm geçmişten bugüne kadar varlığını devam ettiren bir olgudur. Terör örgütleri de kendi amaçları ve hedefleri doğrultusunda devletler ile mücadele içine girmişlerdir. Dünyada günden güne ilerleyen teknoloji ve ekonomi alanındaki gelişmelere paralel olarak terörizm de yapısı itibariyle gelişen olanak ve şartlar ışığında hitap ettiği kitleyi ve örgütsel özelliklerini her geçen gün ilerletmektedir. Terör örgütleri teknolojik gelişmelere eş olarak kendilerini yenileyip daha fazla etki uyandıran terör eylemleri gerçekleştirmeye başlamışlardır. Bu sebeplerden dolayı terörle mücadelede uluslararası işbirliğinin zorunluluğu ortaya çıkmıştır. Ortadoğu bölgesi jeopolitik önemi, zengin yeraltı ve yerüstü kaynakları ile dünyanın en önemli bölgelerinden birisidir. Ortadoğu çok uzun yıllardır terör ve terör unsurlarıyla karşı karşıya kalmıştır. Ortaya çıkan terör felaketi yoğun uğraşlar neticesinde büyük ölçüde kısıtlanmıştır. Fakat mücadeleler halen devam etmektedir. Ortadoğu bölgesi gibi önemli bir coğrafyada yaşamanın bir bedeli olacaktır. Bu bedel de farklı senaryolarla ödetilmeye çalışılacaktır. Çalışmada, küresel boyutta bir sorun olan terörizmin tarihsel gelişimini, bugüne kadar faaliyet gösteren terör örgütlerini, bunların yapısını, gelir kaynaklarını ve amaçlarını, Ortadoğu'nun genel yapısı, ekonomisi ve siyaseti ışığında terörle mücadele politikaları göz önünde tutularak, seçilmiş bir Ortadoğu ülkesi ve terör örgütünün mücadelesi, oyun teorisi kuramı çerçevesinde örnek oyun matrisiyle analiz edilecektir. ; Terrorism is a phenomenon that has persisted from the past to the present. Terrorist organizations have also struggled with states in line with their own goals and objectives. In parallel with the advances in technology and economy in the world, terrorism improves its audience and organizational characteristics day by day in the light of the developing possibilities and conditions. Terrorist organizations in line with technological developments, have started to perform terrorist acts that have greater impact by renewing themselves. For these reasons, the necessity of international cooperation in the fight against terrorism has emerged. The Middle East region is one of the most important regions of the world with its geopolitical importance, rich underground and surface resources. The Middle East has faced terrorism and terror elements for many years. The resulting terror disaster has been greatly curtailed as aresult of intense efforts. But the struggles are still going on. Living in an important geography such as the Middle East region will have a price. This price will also be tried to be paid in different scenarios. In the study, taking into consideration the historical development of terrorism, which is a global problem, the terrorist organizations operating until today, their, structure, sources of income and their aims, the general structure of the Middle East, its policies to fight against terrorism in the light of its economy and politics, a selected Middle Eastern country and a terrorist organization, struggle will be analyzed with the sample game matrix within the framework of game theory.
