Of the many dilemmas faced by Theresa May in negotiating Britain's withdrawal from the EU, finding a workable narrative to explain Britain's new world role post-Brexit proved one of the most intractable. She and her top government ministers alighted on the idea of "Global Britain". Giving it the shorthand GlobalBritain™, the article interprets the vision using qualitative discourse analysis. It begins by positioning the article as a contribution to constructivist foreign policy analysis. Next, it explains the method used to select the relevant sources, develop the codebook and interpret the data. The third section outlines the policy architecture intended to make GlobalBritain™ practical reality. The final section demonstrates the rhetorical techniques through which GlobalBritain™ is framed as the story of Britain escaping a damaging period of confinement inside the EU "prison". The central argument is that GlobalBritain™ puts a marked Eurosceptic twist on a long-standing UK grand strategy aimed at a global leadership role in which "Europe" has always played an ambiguous part. The conclusion critically reflects on the research we can now conduct to discover more about this foreign policy narrative in-the-making.

This article interprets the ideational underpinnings of the British Conservative–Liberal coalition government's foreign policy from 2010 to 2015. It uses qualitative discourse analysis of speeches, statements and policy documents to unpack the traditions of foreign policy thought which informed some of the key foreign policy practices of the coalition government. The analysis centres on the British identity constructed by liberal Conservatives, and the values and interests flowing from this baseline identity that the government's foreign policy sought to express through its foreign policy. Liberal Conservative foreign policy is argued to have been an attempt to come to terms with the limits on Britain's international agency in the face of three major foreign policy dilemmas: the legacy of the New Labour years, dramatically reduced economic resources in the 'age of austerity' and an increasingly restricted capacity for Britain to exercise ideational entrepreneurship in the international community. The article substantiates the claim in the extant literature that liberal Conservatism significantly adapted but did not restructure an established British foreign policy tradition of merging values and interests in complex ways.

This article investigates how British European policy thinking has been informed by what it identifies as an 'outsider' tradition of thinking about 'Europe' in British foreign policy dating from imperial times to the present. The article begins by delineating five phases in the evolution of the outsider tradition back to 1815 through a survey of the relevant historiography. The article then examines how prime ministers from Margaret Thatcher to David Cameron have looked to various inflections of the outsider tradition to inform their European discourses. The focus in the speech data sections is on British identity, history and the realist appreciation of international politics that informed the leaders' suggestions for EEC/EU reform. The central argument is that historically informed narratives such as those making up the outsider tradition do not determine opinion-formers' outlooks, but that they can be deeply impervious to rapid change. We can therefore understand why Britain has come to hover near the EU exit door because British leaders have consistently drawn upon 'outsider' narratives as the organizing frame for their European policy discourses. This article advances the interpretivist perspective on British foreign policy by studying Tony Blair's difficult encounter with the Eurosceptic tradition in Britain, popularized by Margaret Thatcher from the late 1980s. Using discourse data taken from key foreign policy speeches by the two leaders across their periods in office, the article investigates the problems Blair and his New Labour team faced when trying to justify and legitimize Britain's more constructive approach to the European Union from 1997. The article argues that Blair failed to modernize public attitudes and build support behind a Europeanist consensus in Britain because, contrary to the reputations they have built up over the years, the two leaders' webs of belief about the British in Europe were remarkably similar. AbstractThis article studies the ideational underpinnings of the UK Coalition government's 'liberal conservative' foreign policy. It begins by suggesting that an Iraq‐centric account of Blair's foreign policy suggests a grand vision on the prime minister's part that was lacking from his earlier foreign policy adventures, which relied on a more conventional form of British statecraft. The second section contends that the Gordon Brown years 2007–10 and, since the end of New Labour, Coalition foreign policy, can be seen as a response both to the substance and style of Blair's highly personalised stewardship of foreign policy post‐9/11. The war on terror and the invasion of Iraq were accompanied by a seemingly open‐ended democracy promotion around the globe which was quite out of character with past British practice. The article argues, therefore, that under Brown and Cameron cautious pragmatism has tended to win out over the proclamation of grand strategic ambition.
